Job Summary Manages and supervises work leading and directing staff to implement risk management and group benefit policies, processes, and programs of the Risk Management Division. Essential Functions
- Plans, assigns and manages the work of professional employees in the County’s workers’ compensation, property and casualty and subrogation programs.
- Reviews workers’ compensation and liability claims and make recommendations on proper actions to be taken.
- Identifies, evaluates, controls and minimizes County’s loss or damage to physical assets and losses arising from liability claims.
- Assists the Division Director in recommending changes in County policies pertaining to insurance levels and insurance coverage.
- Analyzes and reviews contractual indemnity and insurance requirements and provisions and makes recommendation as to the same; reviews contracts to assure compliance with insurance and indemnity provisions; maintains a certificate of insurance tracking program.
- Provides important loss information to management within the organization in the form of reports, articles and PowerPoint presentations.
- Assists in litigation activities, performs legal research, assists attorneys where appropriate in the development of case information and strategy, and attends depositions, mediations and trials.
- Develops and presents training and educational programs for County personnel related to various risk management topics including workers’ compensation, property and casualty claims, and work-site safety.
- Collects data and provides information to auditors and actuaries.
- Supervises and directs professional employees in the maintenance of statistical information regarding occupational injuries, accidents, workers’ compensation claims and property loss claims.
- Assists in development and ongoing review of the Division’s workers’ compensation and property and casualty operating budgets; administers the approved budget; identifies Division needs for staffing, equipment, materials, services and supplies; allocates, monitors and recommends expenditures of compensation and benefits budget funds.
Identifies and recommends mid-year adjustments and changes to budget allocations as appropriate.
- Participates in the preparation of Requests for Proposals for products; evaluates proposals, negotiates contracts and prepares documents for approval by senior County management and the Board of County Commissioners.
- Establishes and maintains effective working relationships with subordinates, superiors and a variety of County employees, Department Heads, Division Directors, and other officials.
- Provides professional and technical support to a variety of Risk Management programs as assigned; completes special projects as needed.
Performs other related duties as required. The individual who fills this position is considered an essential employee and may be required to work during an undeclared emergency and/or declared emergency. Minimum Qualifications
- Bachelor’s degree required.
- Four (4) years of related experience.
- Candidates without a degree should possess four (4) additional years of related experience.
- Fingerprinting required.
- May be required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in
CMA 5805.
