GENERAL
STATEMENT OF JOB
Plans, implements, manages and evaluates a comprehensive risk management and loss control program which includes Workers’ Compensation, as well as risk avoidance and indemnification for the county.
EXAMPLES OF WORK
- Supervises, trains, and assesses the performance of staff; gives recommendations as it relates to hiring, development, and discipline of staff.
- Analyzes risk, prepares bids, and recommends the purchase, review, approval and renewals of auto, general liability, property, employee dishonesty insurance policies and self-insurance.
- Participates in contract review processes established by the Purchasing Department to include analyzing risk, establishing insurance requirements in Requests for Proposals, and reviewing and approving Certificates of Insurance issued to the county by vendors.
- Formulates, recommends and implements a plan for Workers’ Compensation coverage to include the purchase of insurance and/or self-insurance and renewal of Workers’ Compensation Administration contracts: o Administers the review and processing of injury reports and the monitoring and management of all Workers’ Compensation claims.
o Directs the authorization and coordination of medical care and rehabilitation. o Monitors administrator’s activities, to include review of expenses, fees, and approvals for payment.
- Provides significant input regarding budget preparation and approved department expenses; continually monitors approved budgets to ensure expenditures do not exceed authorized amounts.
- Monitors the BCC Self-Insurance Internal Service Fund; submits disbursements and recoveries to the Human Resources & Risk Management Director for approval.
- Coordinates with the Safety Programs Manager to include development of employee training to comply with Federal and State requirements.
- Acts as liaison with county attorneys for contracts, claims, litigation, and related matters. Coordinates settlements with attorneys and recommends approval of payments for damage and injury claims; assigns claims to attorneys and participates in the selection of attorneys.
- Provides management of claims, including attending hearings and mediation; acts as an employee advocate in claim disputes.
- Ensures comprehensive regulatory compliance with county, state, and federal policies and procedures for all risk management functions; recommends policies and procedures for loss prevention and risk control.
- Advises management and departments on loss control, insurance, self-insurance, contract administration, and claims administration.
- Conducts research, procedural, and administrative studies; prepares reports and recommends solutions or courses of action regarding risk management issues.
- Plans and supervises development and maintenance of databases for an effective risk management information system.
- Serves as the county’s Americans with Disabilities Act (ADA) Coordinator for Title II (provision of public services) of the ADA.
- Oversees the coordination of public records requests.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience:
Bachelor’s degree in Business Administration, or closely related field; supplemented by a minimum of Four (4) years progressively responsible experience in the risk management field which provides a solid foundation in all areas of risk management; preferably for a state or local government, to include a minimum of two (2) years in a supervisory/management capacity; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Certifications:
Requires a valid driver license. Florida 6-20 All Lines Adjuster License, CPCU or ARM designation strongly preferred.
OTHER REQUIREMENTS
Physical Requirements:
Requires the ability to operate modern office equipment, to include computers, copy machines, facsimiles and related peripherals. Must be able to exert a negligible amount of force occasionally to lift, carry, push, pull or otherwise move objects. Requires periodic walking and standing, with occasional bending and stopping. Physical demands are essentially those of sedentary work.
Language Ability:
Requires ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex to highly technical terminology. Requires the ability to read, interpret, and develop policy and procedure. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively in English, and in the various professional languages of the county departments, as such relates to risk management functions.
Intelligence:
Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation. Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions.
Numerical Aptitude:
Requires the ability to add and subtract totals; multiply and divide; use decimals and calculate percentages; compute discount, profit and loss, ratio and proportion; interpret graphs.
Interpersonal Temperament:
Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines.
