Department Information Legal Affairs, Ethics & Compliance Job Summary This position is responsible for the coordination, assessment, evaluation and implementation of a university-wide, as well as department-specific, risk and compliance requirements, including but not limited to the creation, review, and implementation of relevant policies and procedures germane to higher education. This position is also responsible for educating, advising, and counseling faculty, staff, and students on risk-related issues, which necessarily requires an assessment of both known risks as well as those that are currently unknown, through various forums, regular training sessions, newsletters, and various other forms of communication. This position will actively promote and support a culture of compliance, risk identification, reduction and management, across all university departments. Responsibility for the coordination and implementation of a set of controls and assessments to ensure the University is engaging in the appropriate analysis and response to risks. Equally important is ensuring that the University is in compliance with the University System of Georgia and University procedures and quality standards. This position is also responsible for the management of the University’s insurance program and will serve as liaison with the Department of Administrative Services to oversee reporting of instances related to general liability and property loss. Responsibilities Significant Duties & Responsibilities include: Coordinates the University’s risk management program consistent with rules, laws, and University System of Georgia enterprise risk management policies and procedures.; Develop tools and methods for independent, systematized compliance checks on high-risk functions/areas, including regular assessment and reporting on compliance with legal requirements.; Develop risk and compliance reporting mechanisms, including risk assessments, matrices, plans, and other tools to gauge and respond to risks.; Assess the effectiveness of existing risk and compliance control measures to identify and mitigate risks and non-compliance.; Develop university-wide risk and compliance plans.; Tracks and monitor known risks, including development and implementation of a plan to mitigate risks.; Participates in the establishment and implementation of departmental short and long term goals, objectives, and operating procedures.; Collect and assess information allowing for the production of accurate, timely, and relevant reports pertaining to the risk management framework; analyze trends.; Assists or provides training, coaching, and support to managers and employees on a broad variety of risk and compliance issues. Responds to management and employees inquiries regarding policies and procedures that pertain directly to risk and compliance.; Tracks and monitors employee completion of the training requirements that pertain directly to risk and compliance, such as annual security and compliance training.; Assist other University departments with implementation of policies that are designed to address risks.; Tracks, monitors, and ensures the University is in compliance with DOAS’ insurance requirements.; Coordinates and manages payment of University insurance policies.; Manage insurance claims process by coordinating with departments to collect documentation, submit claims to the University System of Georgia (USG).; Maintain comprehensive insurance records, including certificates of insurance, policy renewals, claims history, and coverage summaries for all university assets and activities.; Review and redline insurance provisions in contracts.; Oversee and maintain the Programs Serving Minors Program for the university.; Serves as the university’s designated Clery Coordinator to ensure institutional compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Oversees the collection, classification, and publication of campus crime statistics and security policies; coordinates with campus security authorities (CSAs) and local law enforcement; ensures timely warnings and emergency notifications are issued appropriately; prepares and publishes the Annual Security and Fire Safety Report (ASFSR); and facilitates training and awareness efforts related to Clery compliance.; Administratively manage the verification and documentation for all third-party vendors’ insurance.; Participates and represents the department, as needed, on various committees, task forces, conferences, and meetings.; Other duties as assigned Required Qualifications Required Qualifications include: Three (3)+ years of enterprise risk management, audit, project management or a related field required. Bachelor’s Degree in Business Administration, Finance, Accounting, HealthCare Administration, or related field required.; Must have valid driver’s license.

Preferred Qualifications Preferred Qualifications include:

Strong preference that applicant be certified, or become certified within two years after employment, in one of the following: Certified Compliance and Ethics Professional (CCEP), Certified Internal Auditor (CIA), Certified Managerial Accountant (CMA), or Certified Information Systems Auditor (CISA), Financial Risk Manager (FRM), or other related certification. Proposed Salary The proposed annualized salary range for this position is $75,000 – 80,000 and includes full benefits. Knowledge, Skills, & Abilities Knowledge, Skills, & Abilities include: Knowledge of higher education governance, insurance, risk management, and compliance issues. Knowledge of compliance standards, risk assessments, methodologies and controls. Knowledge of State of Georgia laws, rules, and regulations impacting USG institutions is preferred. Knowledge of Board of Regents policies, procedures, and requirements governing USG institutions.; Preferred – Ability to respond to common inquiries or complaints from audit clients, senior campus officials, State and Federal regulatory agencies, and members of the general public or business community. Ability to present information to top management, public groups, and/or the Board of Regents. Ability to understand and apply accounting principles, mathematical concepts, and statistical analysis.
