Job Description The City is looking for a proactive and detail-oriented Risk and Insurance Manager. In this role, you will lead efforts to identify potential risks, develop practical solutions, and manage insurance programs that safeguard our services and infrastructure. You’ll work closely with departments across the city to promote a culture of safety, resilience, and informed decision-making. This position manages staff and is eligible for hybrid work schedule after an established period of onboarding has been completed. The Risk Management Division is at the forefront of protecting City resources, supporting operations and enabling resilient service delivery. We identify, assess, and manage risks that could impact the effective operation of the City programs and services. Our team works collaboratively across departments to ensure decisions are informed, and operations are secure, while maintaining transparency to the community. Duties and Responsibilities Plans, manages and oversees the implementation of the City’s risk management operational activities to ensure proper coverage against risks and losses. Oversees the administration of the City’s liability insurance program and monitors the City’s insurance coverage to ensure compliance with contractual requirements
Reviews City contracts for insurance requirements including maintaining accurate and current knowledge of all Insurance policy requirements and coverage. Guides and advises City staff and officials regarding policy requirements
Develops, coordinates, and executes pro-active and cost-effective risk management program strategies. Makes decisions regarding questionable claims and determines the administrative handling of third-party at-fault claims
Manages the City insurance portfolio, to include the procurement of bonds and insurance policies, and serves as the liaison to insurance companies, insurance consultants, insurance agents, claims administrators, state and federal agencies dealing with insurance
Directs and supervises professional staff. Provides recruitment, hiring, onboarding, recognition, staff development, performance management, coaching, and progressive discipline, as needed
Typical Qualifications Education and Experience:
Bachelor’s Degree in insurance, business or public administration or directly related field, five years of professional risk management experience and two years of supervisory experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications:
Associate in Risk Management (ARM) designation
Certifications:
Public Sector Manager of Environment, Safety, and Health (PS-MESH) Chartered Property Casualty Underwriter (CPCU)
Additional Information Knowledge, Skills, and Abilities:
Working knowledge of the organization and functions of City government, including government finance, budget, and personnel administration
Comprehensive and thorough knowledge of/understanding in:
Safety programs, risk management, accreditation/governing regulations at all levels
Applicable laws/regulations, trends, and the administration of a liability insurance program to ensure coverage against risk and losses
The characteristics of self-insured programs
ADA and Other Requirements:
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time.
Working Conditions:
Work is routinely performed in an indoor, office environment.
