Job Description

Utility Clerk City of Monroe City Missouri 109 2nd St, Monroe City, MO 63456 Overview We are seeking a dedicated and enthusiastic Utility Clerk to join our team in a fast-paced environment. The Utility Clerk plays a vital role in ensuring customers receive accurate information in regard to their utilities, utility payments, and all account activity. The Utility Clerk is the main point of contact for electric, gas, water, and sewer services in Monroe City. Duties Troubleshoot when problems occur with the billing processes. Prepare complex and specialized reports from the utility billing software as needed. Update rate schedules when necessary or requested. Liaison to Deputy Clerk regarding problems arising in the utility billing department. Assist with projects to ensure their timely and proper completion. Successfully provide support, training, and guidance to other utility staff and meter reading staff. Greet the public in person and via telephone, respond to questions, inquiries, and customer complaints. Respond to public information request in timely manner and with respect to Sunshine Law requirements. Resolve customer service issues related to water, sewer, sanitation, electric, and gas services. Receive and post utility payments online, in person, and by mail via cash, check, debit and credit cards; manage payments in account management system i.e. Gworks® or BS&A ®. Set up automatic bank draft files and initiate drafts monthly. Research and post debit and credit adjustments when requested. Balance cash drawer daily and explain any discrepancies. Balance and post daily receipts for accounts receivable when requested by City Clerk. Prepare daily bank deposits; reconcile deposits with computer reports; prepare adjustment entries for accounts. Communicate work orders to utility departments to resolve customer service request related to utility accounts. Process returned checks according to City Hall procedures. Maintain customer records such as payment records, consumption, and meter reading information. Process all monthly utility billing procedures for residential and commercial customers, print billing reports, check for errors, investigate, and correct any errors found. Run monthly delinquent reports, process delinquent accounts and send staff out to disconnnect service. Update and establish new utility accounts, process transfer account requests and close and reconcile terminated accounts. Prepare monthly reports when requested. Other duties as needed. Conditions of Employment Must test negative to pre-employment and random drug testing and pass all required pre-employment screenings. Must have a clear criminal and background history. Compliance with completion of 90-day probationary period. Must demonstrate during the 90-day probationary period a working knowledge of City Hall practices and policies. Must satisfactorily complete the training required for this position. Preferred Knowledge, Skills, and Abilities Ability to handle multiple tasks simultaneously with frequent interruptions. Consistently demonstrate the ability to respond to changing situations in a flexible manner to meet current needs, such as reprioritizing work as necessary. Must have a high level of interpersonal skills to handle sensitive and confidential situations and data. Ability to maintain an organized office environment. Ability to file numerically and alphabetically and transfer information and data accurately. Exceptional verbal communication skills; attention to detail; and time management skills. Ability to exercise patience and stay calm and tactful under high levels of pressure. Ability to communicate effectively with customers and co-workers. Customer-service oriented with a pleasant disposition, appearance, and positive attitude. Ability to form and maintain professional relationships. Ability to be reliable, take initiative, and exercise discretion. Considerable knowledge of office practices, principles, and standard office equipment, i.e., computer, 10-key calculator, copier, fax, Microsoft Office Suite, etc. Ability to learn job-specific computer software i.e. Gworks® Beacon® Ability and willingness to learn new skills. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, and work orders. Ability to comprehend and carry out detailed instructions required for the position. Requirements High school diploma or general education degree (GED) and two or more years of billing experience or closely related experience which provides the requisite knowledge, skills, and abilities for this position. Excellent work history and attendance records, with verifiable references.
