Utility Auditor Scope :

Electricity, gas, water, sewer, telecom, internet

Responsibilities :

Analyze utility invoices for billing errors and overcharges Compare billed rates with applicable tariffs and contracts Check for usage anomalies (e.g., excessive demand charges, peak usage penalties) Identify tax exemptions (e.g., nonprofits or municipal status not applied) Recommend lower-rate plans or energy efficiency strategies Ensure meter accuracy and proper service classifications

Goal :

Recover overpaid funds and reduce future utility costs 2.

Streetlight Auditor Scope :

Street and outdoor lighting systems (municipally or utility-owned)

Responsibilities :

Inventory all streetlights (via GIS, visual inspection, or records) Compare lighting inventory with what is being billed by utility companies Identify and dispute billing for: Removed or nonexistent lights Incorrect lamp wattages or fixture types Poles/lights billed multiple times Determine whether ownership (municipal vs. utility) is correct Recommend converting to energy-efficient LED lighting Verify maintenance or service charges

Goal :

Ensure accurate billing for actual infrastructure and find cost-saving upgrades 3. GRT (Gross Receipts Tax)

Auditor Scope :

Taxes charged on utility services

Responsibilities :

Review tax line items on utility invoices for GRT overcharges Determine if exemptions apply (e.g., government entities, nonprofits) Identify cases where utility companies incorrectly apply GRT Calculate refund opportunities for wrongly applied taxes File claims with utility providers or tax authorities to recover overpaid taxes

Goal :

Reclaim improper GRT charges and ensure correct tax treatment going forward

Summary of Skills/Tools Used:

Utility rate knowledge (tariffs, PSC rules, utility rate books) Audit software and Excel GIS/mapping for streetlight validation Contract/legal interpretation Regulatory knowledge (Public Service Commission, IRS for exemptions) Communication with vendors/utilities for dispute resolution A Water Auditor is a utility or infrastructure specialist who performs a detailed analysis of: Water consumption Billing accuracy Infrastructure conditions (pipes, meters, irrigation, fixtures) Water losses and leaks Potential cost recovery or savings They may work for private consulting firms, utility companies, municipalities, or independently.
