Coordinator of Real Property Tax Services III Salary:

Base pay is $64,780 with excellent benefits as described below.

Benefits:

This position is an administrative and a technical position which involves coordinating, calculating and processing tax bills and tax assessment rolls for all municipalities in St. Lawrence County on a cyclical basis. This position is responsible for the work involved in the planning, organization, direction and supervision of the clerical staff of the Real Property Tax Service Office. This position provides advice on real property, equalization and assessment to county, city and town agencies and officials. The incumbent performs work assigned by the Director of Real Property Tax Service III. Work is subject to review by the Director of Real Property Services III and by the New York State Office of Real Property Tax Services. The incumbent performs related work as required.

DISTINGUISHING FEATURES OF THE CLASS

This position is responsible for administrative and technical work involving the planning, organization, direction and supervision of the technical and clerical staff of the Real Property Tax Service Office. This position provides advice on real property, equalization and assessment to county, city and town agencies and officials. The incumbent performs work assigned by the Director of Real Property Tax Service III. Work is subject to review by the Director of Real Property Tax Services III. The incumbent performs related work as required.

TYPICAL WORK ACTIVITIES

Operates budget/assessment/tax roll and bill programs and other related duties; Calculates town and county tax rates; Works closely with outside agencies to ensure accuracy of information on tax bills; Supervises and directs the installation and operation of Real Property (RPS) programs; Updates current bank code information and tax rate information; Processes monthly sales transmittals to the Office of Real Property Tax Services; Provides technical advice and interprets procedural changes; Acts as a liaison to Treasurer’s Office on tax roll issues; Answers inquirees and resolves problems relating to the preparation of local tax rolls and required documentation; Assists in calculation town and county tax rates from appropriate budges as directed by the Board of Legislators; Produces computer reports for real estate appraisers, real estate agents and other departments; Schedules and arranges meetings, conferences and appointments and assemble and coordinates background material; Coordinates the maintenance of and prepares agency financial, payroll personnel and attendance records; Designs, sets up and maintains files of correspondences, documents and records; Transmits instructions from supervisor to appropriate staff orally, in writing or electronically and follows up to see that instructions are followed and deadlines are met; Prepares reports using statistical and narrative information; Types correspondence, memos, reports, minutes of meetings, hearings and conferences and related material; Monitors expenditures to maintain budgetary controls; Orders office supplies and maintains inventory of supplies and equipment; Supervises assigned clerical staff.

MINIMUM QUALIFICATIONS
Either:

(A) Possession of Bachelor’s Degree and two (2) years of satisfactory full-time paid experience in an occupation providing administrative experience in finance and/or budget preparation in an office setting involving computer operation and other daily office functions; OR (B) Possession of Associate’s Degree and four (4) years of satisfactory full-time paid experience as described in (A); OR (C) Graduation from high school, possession of a high school equivalency diploma or possession of an Individual Education Plan diploma and six (6) years of satisfactory full-time paid experience as described in (A).
