Job Summary:

Responsible for the development and direction of the Payroll Function for the University. Responsible for coordination of all fiscal payroll matters to ensure the prompt and accurate payment of over 2,600 employees with an annual payroll of over $120 million. Responsible for maintaining appropriate records related to the payment of all wages, taxes, insurance, and other deductions. This position is responsible for the development and administration of policies and procedures related to these functions, and for promoting exceptional customer support within the department.

Minimum Qualifications:

Master’s degree in an appropriate area of specialization and two years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and four years of appropriate experience.

Position Qualifications:

Knowledge of accounting principles and procedures, internal controls, payroll procedures, Internal Revenue Service regulations, State of Florida laws, rules , and regulations, University policies and procedures, Financial Services office policies and procedures, University organization and structure.
Preferred Qualifications Certified Payroll Professional (CPP) Certification. Payroll experience in higher education or a governmental setting, large-scale payroll processing of more than 1,000 records.

  • Administer the payroll and related tax issues for the Controller’s Office.

Responsible for the accurate, efficient, and timely processing of payrolls, as well as the direction and development of all issues related to payroll matters. This includes, but is not limited to tax withholding and reporting, employee payroll deductions, court ordered support, court ordered garnishments and bankruptcy deductions, payroll processing and controls, payroll corrections, training and consulting, audit concerns, Non-Resident Alien tax issues, employee and vendor direct deposit, FICA Alternative Plan, Unemployment reporting, and other fiscal matters related to employee wages and special payments. Responsible for the compilation and accuracy of information required to be reported in the university’s annual financial statements and associated footnotes to the financial statements.

  • Responsible for ensuring that the payroll portion of the Banner HR/Payroll system is maintained, updates are coordinated with Information Technology Services and tested before implementation, and ensuring payroll personnel are trained to use the system.

  • Keep abreast of changes in University policies, Florida statutes, and Internal Revenue Service regulations relating to payroll, payroll processing, and tax issues for University employees. Formulate procedures to ensure compliance with said changes.
