In addition, this position assists the Finance Director in overseeing project accounting, grant accounting, accounts payable, accounts receivable, utility billing, and fixed assets. This position supervises employees assigned to the Finance Department. Work requires considerable independent judgment following established guidelines, codes, rules and policies, and monitoring of a variety of complex projects and programs that support the goals and objectives of the City. Employees will be required to perform other job-related duties as required. + Plan, direct, and control the administration of the City’s procurement system and process to acquire needed goods, services, materials, and supplies; handle procurement matters of high complexity requiring extensive initiative and independent judgment. + Survey and evaluate the City’s requirements and needs for supplies and materials; coordinate all formal solicitations, drafts final bid formats, standardizes templates, and establishes timelines, meetings, public notices, recordings, and interviews. + Offer and provide procurement guidance and contract verbiage recommendations. + Research, develop, organize, and maintain information regarding grant funding sources. + Establish contact with representatives of prospective grantors to obtain background or technical data needed that will assist in formulation of the grant request. + Prepare grant applications and ensure application deadlines are met for new grants and renewals to obtain adequate funding. + Provide support to the departments and divisions as related to grant services, programs, and activities. + Prepare grant agreements and develop internal financial control and procedures to ensure grant compliance. + Interpret Federal, State, and County regulations and guidelines on programmatic and administrative matters pertaining to grant programs. + Propose recommendations for future grant funding upon program review and analysis. + Maintain records of current and archived grant-funded projects and grant applications. + Implement strategies to increase grant submissions. + Assist the Finance Director in all phases of preparation through completion of the Comprehensive Annual Financial Report, Capital Improvements Program, and Annual Operating Budget. + Maintain the fixed assets system, to include proper identification of assets, corresponding depreciation schedule, title files, and fixed asset tags. + Oversee recording and depositing of funds owed to and collected by the City. + Review all expenditures, revenues, and general ledger accounts monthly for accuracy. + Assist in the preparation of quarterly financial analysis for management to monitor the annual operating budget. + Assist the Finance Director with development of related procedures and internal accounting controls. + Responsible for monitoring the progress and payment schedules for all capital projects with emphasis on projects funded through Federal, State and local grants. + Oversee the maintenance of the utility billing accounts receivables and notifications sent to Pinellas County Utilities on changes. + Assume the duties of Finance Director during absences. + Train, supervise, and evaluate subordinates. + Establish departmental policies and procedures. + Prepare agenda items and present to various boards and the City Commission. + Perform related tasks as required. Minimum Qualifications, Licenses and Certifications + Bachelor’s Degree in Finance, Business or Public Administration, or closely related field required, Master’s Degree desired, and + Four (4)+ years’ experience directly related to municipal government or similar public sector, and + Two (2)+ years’ experience in government procurement and/or grants administration, or + An equivalent combination of education, training, and experience. + Valid Florida Driver’s License. Knowledge, Skills, and Abilities and Environmental Conditions + Knowledge of government procurement regulations, grant regulations, and financial management principles. + Knowledge of the general laws and administrative policies governing municipal finance and budgetary practices and procedures. + Knowledge of modern office practices and of standard office and accounting equipment. + Knowledge of the laws, ordinances and regulations governing financial operations of the City. + Knowledge of ability to implement office and financial automation systems. + Knowledge of financing (Bonds, Notes, etc.) + Ability to prepare informative financial reports. + Ability to plan, organize, and direct the work of subordinates. + Ability to lead, coach, and mentor staff. + Ability to evaluate work performed by subordinates. + Abilitytoestablishandmaintaineffectiveworkingrelationshipswiththeotherdepartment heads, government officials and the general public. + Ability to communicate complex financial issues orally and inwriting. + Effective time management, leadership, organizational operations. + Reading and interpreting ordinances, contracts, and legislation + Communicating effectively, verbally and inwriting. + Ability to speaking to the public and give effective presentations. + Establishing and maintaining effective working relationships. + Operating a computer and related software. + Acceptable eyesight (with or without corrections). Required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. + Ability to lift and carry objects no heavier than 20 pounds on occasion. + Ability to maintain repetitive motion of wrists, hands, and/or fingers. + Ability to pick, pinch, or otherwise work primarily with fingers rather than with the whole hand as in handling. + Ability to walk, sit, climb, balance, stoop, kneel, crouch, crawl, feel, and smell. + Ability to sit, walk, or stand for extended periods of time.
