MANAGER, CASH AND INVESTMENTS
Pinellas County School District Position Overview Pinellas County School District is seeking a Manager, Cash and Investments to oversee all aspects of district cash operations, including receipts, disbursements, analysis, projections, investments, and reconciliation. This position demands exceptional analytical capabilities to develop sophisticated financial forecasting models, conduct comprehensive cash flow analyses, and provide data-driven recommendations to senior leadership. The role requires advanced quantitative skills to predict financial patterns, optimize investment strategies, and ensure fiscal stability across a complex educational institution. This is an in-office position based in Largo, FL. Required Qualifications and Skills The successful candidate will be highly technical and analytical with proven expertise in cash flow modeling, financial analytics, advanced Excel functions, and SQL database management. Experience with Python programming is highly desirable. We are seeking candidates who can develop and implement automation solutions for bank data retrieval and processing, as well as other manual process automation to enhance departmental efficiency in our fast-paced, professional environment. Primary Responsibilities Develop and maintain projected operating fund cash flow requirements on a daily basis Monitor all daily bank balances across all district funds Execute investment decisions based on cash flow projections and account balances Present investment activities and strategies to the Investment Oversight Committee Ensure full compliance with all GASB investment regulations Assess annual feasibility of short-term borrowing Collaborate with bond counsel and financial advisors regarding Tax Anticipation Notes (TAN) Manage RFP processes for banking institutions, securities custodians, and other financial partners Develop automation protocols for bank data retrieval and processing Implement technological solutions to improve cash management processes Project long-term cash flow requirements and determine borrowing needs Coordinate funding of payroll and accounts payable disbursements Ensure timely and accurate payment of payroll withholding taxes and retirement contributions Prepare annual department budget and documentation Verify and reconcile district revenue from State, Federal, and local agencies Optimize investment income within Board policy and State law parameters Required Qualifications Bachelor’s degree in Business Administration, Finance, Accounting, or a related field At least five (5) years of professional experience in accounting, financial forecasting, or cash flow management in a large school district, municipality, or similar public-sector environment At least three (3) years of experience in institutional investing, preferably within a government entity Demonstrated leadership experience, including staff or project management Advanced proficiency in Microsoft Excel, including the ability to build and manage complex financial models Proficiency in SQL for financial data analysis and reporting Strong analytical skills and meticulous attention to detail Proven experience in cash flow modeling and financial analytics Ability to deliver accurate work under pressure and meet critical deadlines Preferred Qualifications CPA certification Master’s degree in a related field Two years experience in Florida school finance with specific experience in accounting, budget, and/or payroll functions Python programming proficiency for financial analysis and automation Familiarity with Bloomberg, SymPro, or similar systems Experience with governmental accounting and GASB regulations Professional Attributes Demonstrated expertise in financial modeling and forecasting Ability to analyze complex financial data and present clear recommendations Experience implementing automation solutions for financial processes Methodical problem-solving approach with emphasis on accuracy Knowledge of investment strategies within regulatory frameworks Capacity to develop efficient systems that enhance departmental productivity Important You have applied through INDEED.
