This position is under the direction of the Director of Finance. The Assistant Director is primarily responsible for establishing and monitoring ledgers for the parish and prepares financial reports for the Parish Administration and Council.

Reviews and assists in the annual cost allocation and budget processes Prepares and analyzes information and develops ad hoc reports as requested by Administration and Council Analyzes submissions for and reviews drafted ordinances for budget amendments Reviews, posts, and distributes monthly financial reports prepared by staff Reviews and assists as needed in the preparation of the Annual Comprehensive Financial Report (ACFR) Oversees the audit process and responds to inquiries by auditors Ensures compliances with state laws, regulations, and funding requirements for disbursement of funds Manages the cash and investment portfolio Reviews and posts journal entries and budget transactions prepared by staff Stays current on new GASB and FASB pronouncements, identifies and implements solutions as necessary Oversees the Data Services Manager, Senior Accounting Manager, Financial Analyst and Budget Analyst and assists with duties as needed Manages multiple projects, working with departments, grants and other agencies to ensure receipt of funds Trains/works with parish departments and employees on procedures to reduce process inefficiencies and implement streamlined procedures Regular, consistent attendance is required Any other duties as assigned

Competencies:

Employee must be able to operate basic office equipment, office computer and software, copy machine, fax machine, calculator and scanner. Employee must have excellent organizational and time management skills. Employee must be able to communicate effectively and has excellent customer service and interpersonal skills. Employee should have knowledge of the principles and practices of public administration and governmental organizations and detailed knowledge of governmental accounting procedures and practices. Employee must have comprehensive accounting skills to include accounts payable, accounts receivable, journal entries, reconciliations, capital assets, fund accounting, etc.

Work Environment :

The incumbent works in a typical office environment with little or no exposure to unpleasant environmental conditions or hazards. Primary functions are limited to an office environment. Occasional duties may require travel or working in non-office environment.

Physical Demands:

Sedentary work. Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.

Required Education/Qualifications :

Bachelor’s Degree in Accounting or Finance and minimum of eight years’ of relevant work experience in accounting or finance. Supervisory experience and extensive knowledge of financial software packages required. Experience in governmental accounting practices and procedures required. CPA highly preferred.

POSITION MEETING REQUIREMENTS

: The incumbent may be required to attend Parish meetings before, during and after business hours.
