Finance Reports to: Chief Executive Officer Summary/Objective The position of Finance Director is responsible for administrative and fiscal work, including monitoring and supervising all financial matters of the District and its programs. The Finance Director is the primary source of contact for any financial issue involving the District and its programs. It is responsible for ensuring that all monthly, quarterly, and year-end reports and statements are completed promptly and accurately. The annual budget development is the responsibility of this position. It includes coordinating the compilation and review of data from all program areas of the District to present a final budget to the Chief Executive Officer. The Finance Director monitors District operations and programs and serves as a resource for operating staff in fiscal matters. Essential Functions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Performs all functions and exercises full authority necessary to administer the finance area’s operations and ensure compliance with GAAP, CFR200, and State requirements. Plans, directs, and coordinates the activities of the finance area through finance personnel. Assimilates the district’s recommendation, which includes all operations and programs, and develops the district’s initiatives. Review and interpret all governmental and financial regulations and guidelines for district programs and ensure compliance. Approves all purchase requisitions, contracts, expense requests, and payments. Gives administrative and financial leadership where needed to the staff and program Directors. Review all journal entries, perform bank reconciliations, and prepare monthly financial statements. Coordinates the acquisition and performs accounting functions for all District insurance, including the annual financial audits for medical, property, liability, and workers’ comp. Competencies 1. Compt oller Attitude Supervisory Responsibility This position has supervisory and coordination responsibilities over all Finance Division staff. Work Environment While performing the duties of this position will occur mainly in an office environment, the employee may travel by automobile and be exposed to changing weather conditions. The employee is regularly required to stand, walk, sit, use hands to finger, handle, or feel objects, tools, or controls, and reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Position Type/Expected Hours of Work This is a full-time position. Days and work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Travel Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Required Education and Experience A CPA designation or Master’s degree from an accredited university and ten (10) years of full-time experience in professional accounting, with five (5) years supervising professional accountants. OR A Bachelor’s degree from an accredited university and fifteen (15) years of full-time experience in professional accounting, with ten (10) years supervising professional accountants. Additional Eligibility Qualifications Demonstrate the ability to handle difficult situations while maintaining a professional demeanor, tactfully. Ability to communicate in both written and oral form, effectively present information, and respond to questions from groups, government officials, clients, customers, and the public. Knowledge of the principles and practices of governmental accounting. Strong organizational, self-motivating, and problem-solving skills with impeccable multitasking abilities are necessary. Proficiency in Microsoft Office 365 products is required.
