Description of Work The Department of State Treasurer is looking for a Director of Banking. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement. This position has been designated as Exempt in accordance with North Carolina General Statute § 126-5 (d)(2).

About us:

The Financial Operations Division of the NC Department of State Treasurer (DST or Department) is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting. Procurement &Contracting is the centralized function within DST that ensures compliance and consistency in purchasing and contracting. Banking Operations serves as the banking hub for all State departments, agencies, institutions, and universities. The Bank Reconciliation Unit is responsible for reconciling all of the State Treasurer’s bank accounts as well as reconciling budget code balances between the Office of State Controller and DST. Accounting manages the accounting and financial reporting for all funds that are deposited, invested and disbursed through the Department of State Treasurer including the $100 billion investment pool and banking programs. As the ‘State Banker’, the Director of Banking will support the efforts of the Department of State Treasurer and the Financial Operations Division in promoting a financially sound and prosperous North Carolina. The Banking Director will be responsible for the Banking Division and oversee both the Banking Operations Unit and the Bank Reconciliation Unit, with direct reports of the Managers of each unit and approximately 15 indirect reports. The Banking Director will liaise with depository institutions, the Commissioner of Banks and the NC Banking Commission (for which the Treasurer serves as Chair), and the North Carolina Banker’s Association. It will communicate regularly with State agencies and other entities concerning banking matters and implementing services. This position will be involved with legislative issues and identifying the impact of the legislative changes relating to banking at the agency, State and federal levels. Duties in this position are considered essential to operations for the Department of State Treasurer. This may require mandatory, on-site work during adverse or crisis situations. Essential duties area condition of continued employment. This position is considered an essential position within FOD of the Department of State Treasurer, including but not limited to the following business processes: Cash Flow Desk, Collateral Documents, Funds Transfer, Daily DOR Transfer and approval of deposits. The Department of State Treasurer’s campus is located on Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, and has free employee parking.

Job Duties:

Responsible for all banking and reporting for the Department of State Treasurer. This includes completion and compliance of internal and external requirements. Manage and oversee both the Banking Operations Section and the Bank Reconciliation Sections to ensure that their operations are consistent and efficient. Manage direct reports through annual performance reviews and frequent coaching sessions. Support the managers when needed in operational conversations with agency fiscal staff and escalate issues as appropriate to the Chief Financial Officer/ Deputy Treasurer for Financial Operations.
Attend monthly Banking Commission meetings, observe the review of current NC chartered financial institutions and their applications for market expansion. Strengthen the Department’s relationship with the Office of the Commissioner of Banks and NC Bankers Association. Knowledge, Skills and Abilities / Competencies Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following: Experience managing direct reports through annual performance reviews and frequent coaching sessions.
Experience in coordinating and leading projects. Experience in banking, finance services, and creating excel spreadsheets.
Through knowledge and experience in treasury solutions.

Management Preferences:

Master’s degree in banking, finance, business administration, or a related discipline. 10 years overall professional work experience.
