As a 501(c)(3) nonprofit that receives both state and federal funding, the Institute relies on this role to ensure transparency, accountability, and financial integrity. Reporting to the Director of Operations for daily operations and to the Associate Executive Director for strategic planning, the Director manages budgeting, monthly and year-end closing, audit preparation, payroll oversight, benefits administration, and contract and grant compliance. This role is part of a collaborative finance and operations team, working closely with dedicated staff to ensure efficient and accurate financial management. The Director also contributes to long-term planning and supports the organization’s mission through sound fiscal leadership . This position offers an opportunity to apply professional skills in support of public health, behavioral health, and veteran service programs across North Carolina. Key Responsibilities This position plays a vital role in maintaining financial sustainability, ensuring regulatory compliance, and upholding fiscal responsibility—key pillars that support the Governor’s Institute’s ability to fulfill its mission effectively. Financial Oversight and Budgeting Lead the development and management of annual and project-specific budgets in collaboration with the executive team. Prepare monthly financial reports and deliver updates to leadership for forecasting and planning. Oversee the general ledger, journal entries, account reconciliations, and fund allocations. Manage monthly and year-end closing processes. Compliance, Audit, and Grants Management Ensure compliance with federal, state, and local grant and contract requirements. Oversee the preparation of annual financial audits, including drafting Statement of Financial Statements and Form 990, and act as the point of contact for auditors. Monitor use of funds for restricted vs. unrestricted purposes and ensure appropriate documentation. Maintain required registrations and systems (e.g., SAM.gov, Grants.gov, NCID, NC eProcurement). Ensure SMVF programs and other initiatives meet funder deliverables, grant obligations, and reporting standards. Payroll, Benefits, and Vendor Oversight Collaborate with HR and payroll vendors to ensure accurate and timely payroll processing. Maintain appropriate documentation of staff benefits, timesheets, and leave tracking. Provide fiscal oversight of third-party vendors and service providers. Internal Controls and Process Improvement Maintain and strengthen internal controls and segregation of duties. Ensure financial operations are documented, up-to-date, and reflect best practices. Recommend and implement improvements to financial systems and procedures. Reporting and Support Prepare reports for the Board of Directors, funders, and government agencies as needed. Provide financial analysis to support executive decision-making. Serve as a resource to project managers regarding grant spending, invoices, and budget adherence. Support additional finance-related projects as assigned. All other duties Perform other duties and projects as assigned to support the evolving needs and mission of the Governor’s Institute. Qualifications Educational background must include coursework in accounting, finance, or a related field sufficient to perform advanced financial analysis and reporting duties. Demonstrated expertise in accounting and financial management, with a commitment to maintaining current knowledge through ongoing professional development and continuing education. Candidate must show competency in QuickBooks Desktop Software, QuickBooks Enhanced Payroll and cost tracking by subclass to comply with grant budget requirements. Minimum of 3-5 years of experience in nonprofit financial management, preferably with federal or state grants. Familiarity with federal grants management systems (e.g., SAM.gov, Grants.gov). Strong understanding of nonprofit accounting principles including restricted/unrestricted funds, indirect costs, and grant allocations. Experience with audit preparation and funder reporting. Demonstrated ability to manage multiple projects and deadlines with accuracy. Strong interpersonal and communication skills. Work Environment This is a remote position; however, the employee must reside in North Carolina due to the statewide nature of the organization’s work. The Director is expected to attend weekly in-person team meetings in the Raleigh area, quarterly all-staff meetings, and other in-person events or stakeholder engagements as needed. Salary and Benefits The salary for this position is up to $75,000 – $85,000 annually, commensurate with experience and education.
