JOB SUMMARY:
The Finance Director is primarily responsible for the administration of the financial affairs of the City of Winchester. The Finance Director performs complex professional, leadership, supervisory, administrative and technical accounting and finance functions according to generally accepted accounting principles and procedures which are necessary to maintain the accounting and financial records and systems for the City of Winchester. The Finance Director provides vision, leadership and direction to develop both long and short-term financial policies, procedures and plans that support the City’s financial goals and strategies. The Finance Director is the City of Winchester’s chief financial officer, responsible for leading the city’s financial management, including strategic planning, accounting, budgeting, auditing, and reporting. This position ensures transparency, fiscal integrity, and compliance with all applicable laws and standards. The Finance Director provides strategic vision and operational leadership for the Finance Department and serves as the primary advisor on financial matters to the City Administrator and City Council. Proficiency ERP software is essential for managing modern municipal financial operations.
Position Requirements Education:
- Bachelor’s degree in accounting, Finance, Business Administration or related field (required)
- Certified Municipal Finance Officer (CMFO) designation (required)
- Certified Public Accountant (CPA) credential (preferred)
Work Experience :
Minimum five (5) years of progressively responsible experience in municipal finance or public sector accounting. Knowledge, Skills and Abilities
- GAAP, GASB, and public sector accounting practices
- Municipal budgeting, auditing, procurement, and fund accounting
- State and federal financial regulations
- Use of ERP (e.g., Munis, Incode) software in financial administration
- Analytical thinking and financial forecasting
- Effective written and verbal communication with governing bodies and staff
- Supervisory and leadership skills; conflict resolution and team building
- Attention to detail and accuracy in financial operations
- Proficient in Microsoft Office Suite, especially Excel
- Interpret complex financial data for non-financial audiences
- Maintain confidentiality and manage sensitive financial information
- Adapt to new financial technologies and evolving compliance standards
- Manage time effectively and meet critical deadlines
- Build constructive relationships with internal departments and external partners
Licenses/Certifications:
- Valid State of Tennessee Driver’s License within 30 days of hire
- No felony convictions or disqualifying criminal history
Work Conditions:
- Full-time, 40 hours/week, Monday-Friday, 8:00 AM-4:30 PM
- Occasional evening or weekend meetings
- Primarily office-based with occasional field responsibilities
Physical Requirements:
- Prolonged periods of sitting and computer work
- Must be able to lift files and office supplies up to 25 pounds
- Requires vision, hearing, and mobility for office and field tasks
