Job Description

Director of Finance and Administration South Central TN Development District 101 Sam Watkins Boulevard, Mount Pleasant, TN 38474 The application deadline for this position is May 14, 2025. This position is under the general direction of the Executive Director of South Central TN Development District. The Director of Finance is responsible for the professional financial work of considerable difficulty including installing, maintaining and overseeing the operation of accounting, budgeting, payroll, purchasing, and the cash management system.

Examples of Work Performed:
  • Assigns, trains, supervises and evaluates the Financial Assistant and her (his) work relating to the financial operations.
  • Assists the Executive Director in the development of the budget and its maintenance and in the preparation of the cost allocation plan.
  • Assists the Executive Director in the development of the financial policy and procedures and its maintenance.
  • Assists the Benefits Coordinator in the development of the personnel policy and procedures and the maintenance of personnel records in compliance with Labor Laws.
  • Performs budget/finance analytic analysis of the financial operations, methods and techniques.
  • Reviews a large volume of budget/finance paperwork for correctness and propriety.
  • Makes recommendations for improvements affecting finances.
  • Keeps detailed records and prepares various reports including reports pertaining to the budget and condition thereof.
  • Provides functional supervision in areas of expertise to operating departments.
  • Prepares financial statements for governmental, business type and fiduciary funds for the Executive Director, Finance Committee, and Executive Committee.
  • Prepares budget amendments for the approval of the Finance Committee.
  • Attends Finance Committee and Executive Committee Meetings.
  • Reviews, approves and co-signs accounts payable checks for all funds.
  • Reviews and approves the transfer of monies between funds.
  • Prepares and submits payroll reports including federal and state quarterly and annual reports.
  • Prepares and submits monthly retirement report.
  • Audits manpower reports with allocation to grants and departments.
  • Audits revenue received and cash disbursements’ coding to grants and departments.
  • Audits internal controls.
  • Prepares payroll journal and distribution, occupancy costs, employee benefit costs, administrative costs, and all allocations to grants and departments.
  • Prepares furniture, equipment and capital expenditure inventory.
  • Prepares depreciation of such assets in compliance with Governmental Accounting Standards Board.
  • Reconciles bank statements for all accounts.
  • Prepares accruals, deferred revenue and expenditures, routine and general journal entries and general ledger.
  • Assist independent auditors with financial support for processing the annual audit and assists state auditors with financial support for monitoring various grants.
  • Maintains contract files.
  • Performs other work as required.
Requires:
  • Knowledge of governmental accounting, generally accepted accounting principles, practices, methods and techniques of financial administration and related management and analysis.
  • Knowledge of grants, grant accounting procedures, reporting requirements and auditing requirements.
  • Knowledge of budgeting, purchasing and internal controls.
  • Knowledge of computer functions and software programs, i.e., Excel, Word and Accounting Software.
  • Knowledge of modern office practices, procedures and equipment.
  • Knowledge of labor laws and/or resources pertaining to such laws.
  • Ability to direct the flow of a considerable volume of detailed work.
  • Ability to establish and maintain an effective working relationship with the public and other employees.
Qualifications:

A minimum of Bachelor of Science degree from an accredited college or university in business administration with emphasis in accounting or other acceptable field and considerable experience in the field of finance. Must possess a valid TN DL, proof of auto liability insurance and pass a criminal background check.
