The Behavioral Health Policy Analyst is responsible for the planning, development, implementation and evaluation of programs, services and policies related to Medicaid funded Behavioral Health services, primarily in the areas of mental health and/or substance use disorder (SUD). The person in this position will provide support for external quality review (EQR) activities based on federal and state contract requirements including assessment of performance related to compliance reviews and performance measure reporting. The Behavioral Health Policy Analyst is responsible for data requests for public records data requests and programmatic analysis. Job responsibilities include but are not limited to: Provide consultation to other Divisions within the DHHS and other sections within the DHB concerning Medicaid coverage policy and reimbursement issues. Review and analyze proposed federal and state legislation, rules, regulations and policies related to Medicaid PIHP projects to determine the programmatic and fiscal impact of these items to the Medicaid program. Create and compose FMRs and CSRs needed to update system edits, request overrides, update other coverage tab for SUD/IMD beneficiaries, etc. Create and compose data request to fulfill public records requests and inform policy development. Track contract compliance and evaluate monitoring activities related to PIHP projects to ensure program operation in accordance with goals and objectives of NC DHB and to ensure compliance with federal regulations, statutes, administrative rule, and the NC Medicaid State Plan.
