Job Description

Position Summary:

Responsible for the operational and fiscal management of the clinical laboratory and pathology, in accordance with established hospital and department policies and standards. Ensures compliance with all regulatory requirements mandated by appropriate State and Federal accrediting and licensing agencies. Special projects or other assignments may be given with expectations to be completed in a specified timeframe. Must be prepared to participate in bench testing as departments needs require. Perform routine laboratory testing to support the department as needed.

Essential Duties:

Plans, organizes, and directs department/program activities. Develops goals and objectives, establishes and implements policies and procedures for departmental/program operation. Accountable for the departments’ operational excellence and ensures that the department delivers quality services in accordance with applicable policies, procedures, and professional standards. Ensures staff competence in all areas related to the quality of patient test reporting Responsible for the fiscal management of the department. Develops and recommends department operating budget and ensures that the department operates within allocated funds. Applies cost-effective measures to select and purchase equipment and supplies. Maintain department and corporate labor productivity stats. Reviews department performance, affects changes, as needed, to improve services provided and ensure compliance with both hospital guidelines and regulatory requirements, and keeps administration informed of department/program activities, needs, and problems. Introduces and demonstrates new procedures, programs, and equipment to the staff. Plans and conducts meetings and discussions with both administration and staff to encourage participation in formulating departmental/program policies, promote initiative, solve problems, and to interpret new regulations and procedures. Oversees the selection, training/orientation, and assignment of the staff. Develops standards of performance and monitors and supervises staff; evaluates performance and initiates or makes recommendations for personnel actions, such as promotions, transfer, salary increases, and disciplinary action. Manages human resources (HR) to ensure quality services and promote positive employee relations. Effectively communicates departmental, organizational, and industrial information to staff. Attains all agreed to goals and objectives within specified time frames, as part of the organization’s overall mission. Promotes effective working relations and works effectively as part of a department/unit team inter and intra-departmentally to facilitate the department’s/unit’s ability to meet its goals and objectives. Resolves staff conflicts. Coordinates departmental/program functions with other hospital departments and promotes good department/program public relations. Participate in administrative staff meeting and attends other meetings as assigned. Establishes and maintains communications within the department and with other hospitals. Encourages professional development of department personnel through in-service education and outside conferences. Encourages staff participation in Hospital and other departmental programs and activities. Encourages inter-laboratory participation. Maintains membership in the appropriate professional organizations. Attends seminars, workshops, and conferences, considering budgetary constraints to remain up-to-date with the latest skills, procedures, and techniques to ensure continuous growth. Perform routine laboratory testing in to support the department as needed.

Education and Experience:

Current and Valid State License if the laboratory is located in a state where required ASCP certification, or equivalent, required. Bachelor’s Degree in chemical, physical, biological science, or Medical Laboratory Technology from an accredited institution, or other educational requirements as stated in CLIA (42 CFR 493.1489).
