FEATURES OF THE CLASS

The work involves assisting the Director of Nursing-Long Term Care in planning, organizing, developing and directing of nursing services in the long-term care facility at the Erie County Medical Center Corporation. In the absence of the Director of Nursing-Long Term Care, the incumbent is responsible for performing the administrative functions for the nursing service and is on call 24 hours a day. Work is performed under the general direction of the Director of Nursing-Long Term Care or higher-level administrator. Supervision is exercised over lower-level professional, paraprofessional, clerical and support staff. Does related work as required.

TYPICAL WORK ACTIVITIES

Exercises general supervision over all nursing service and associated personnel; Evaluates nursing care systems through which resident care is rendered, maintains optimal standards, and implements appropriate changes; Determines and assigns staffing patterns which provide maximum utilization of personnel; researches new concepts and patterns for the assignment and staffing of the nursing units; Evaluates personnel responses to their assignments for effectiveness, safety and applicable matters; oversees employee time and attendance matters; Recommends to the Director of Nursing-Long Term Care the hiring, promotion, transfer or discipline of personnel within the nursing service; Counsels and engages personnel on problems that cannot be settled at the supervisor level and when providing corrective actions/processes; Monitors employee participation in orientation, in-service education and continuing education programs; participates in the development of such programs; Participates in facility surveys and serves as a liaison with staff from entity performing survey; Promotes and participates in research studies to assess and optimize resident care; participates in such studies as required; Assists in establishing and implementing effective nursing care and nursing personnel policies and procedures; reviews existing policies, procedures and processes on an ongoing basis; develops recommendations for amending and implementing such as required; Serves as a resource person for the nursing staff providing them with information, hospital policy, nursing care standards and clarification of regulations; Oversees the completion of resident complaints, prepares a and completion of written reports of corrective actions taken and discusses discussion with resident and family member(s); Participates in Patient Review Instruments (PRIs) process; Participates in the budget development process, identifies appropriate equipment needs and monitors such as appropriate; Serves on, participates in and attends various committees/meetings and assists the Director of Nursing-Long Term Care in preparing reports for such; Makes daily rounds to monitor nursing personnel in performance of work assignments in accordance with acceptable nursing standards; Maintains records in accordance with applicable regulations and guidelines; Monitors and ensures current registrations for all licensed and certified personnel in the nursing service are maintained; Assigns nurse preceptors and provides support to preceptors and new nurse orientees; Participates in and oversees the participation of lower-level staff in various corporate initiatives and programs such as diversity/inclusion/equity and safety.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the professional nursing principles, procedures, and terminology and equipment in general and as it applies to a long-term care setting; thorough knowledge of applicable laws, rules, regulations and accreditation standards for long term care; good knowledge of hospital and nursing administrative and supervisory techniques; good knowledge of principles of management as applied to nursing service; good knowledge of investigation techniques and procedures; good knowledge of PRIs, quality indicators and measures and quality indicator survey process; ability to evaluate and develop corrective actions in regards to the performance of staff in the nursing service and associated fields; ability to evaluate and develop effective changes to nursing and personnel policies, procedures and processes; ability to assess mental status and psychosocial needs of residents; ability to motivate personnel; ability to supervise and coordinate nursing services; ability to prepare and maintain personnel and activities control records; ability to communicate effectively, both orally and in writing; ability to develop and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Nursing and three (3) years of registered professional nursing experience, of which included two (2) years of administrative

  • experience in a long-term care or skilled nursing facility; or: An equivalent combination of training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENTS

Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment. NOTE 1: Administrative experience , as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or “staff activities” such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience.

  • NOTE 2: Supervisory experience , as defined by New York State Civil Service, means responsible direction and control of subordinate employees.

This involves a responsibility for planning for individuals in a work group. Typical duties may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g., first-line supervisors as opposed to “lead workers”) is characterized by: (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate’s work and/or the completion of projects and program accomplishments.
