Screening and Assessment:

Will work directly with eligible individuals to establish a therapeutic relionship sufficient for completing all required readjustment counseling intake procedures to include an assessment of risk for self-harm and psychosocial functioning. This informion used as the foundion for identifying the presenting clinical focus areas and for developing the readjustment counseling service plan.

Counseling Planning/Goal Setting:

Develop and periodically upde an individualized readjustment counseling service plan th reflects a course of therapeutic and psychosocial interventions, including identificion of achievable goals and measurable outcomes.

Direct Counseling Service Provision:

Will implement the individualized counseling plan through an approprie course of individual, group, couple and/or family readjustment counseling. Will maintain an effective therapeutic relionship with eligible clients fully guided by professional ethics throughout the course of readjustment counseling.

Risk Assessment and Crisis Intervention:

Will apply risk assessment procedures during the initial assessment and periodically throughout the planned course of readjustment counseling as required and approprie. For individuals identified from intermedie to high risk, the incumbent will work with the individual to develop a safety plan th identifies the precipiting life stressors and safety procedures identified by the client. Will provide crisis case management services inclusive of coordining services with the individual’s family members.

Care Coordinion:

Will establish and maintain a network of community care relionships, internal and external to VA, to coordine access to readjustment counseling through community referrals to the Vet Center, and to ensure th eligible individuals and/or family members receive the full spectrum of services to support the veteran’s readjustment th are outside the scope of readjustment counseling. In support of client care coordinion, the incumbent maintains a general knowledge and understanding of the military experience and available VA benefits and services such as VA health care and VBA service-connected benefits.

Outreach:

Will maintain active coordinion with Vet Center outreach workers to ensure seamless referral to Vet Center services for those individuals and family members engaged in the community outreach events th may require follow-up readjustment counseling.

Team Cohesion and Coordinion:

Will actively participe in Vet Center staff meetings designed to promote team building and staff development through conjoint planning and problem solving, staff discussion of problemic cases, coaching and mentoring new hires.

Documention/Consultion:

Will document all clinical interactions with eligible individuals and episodes of care coordinion on their behalf as required by RCS policy. Will provide consultion services to other staff inclusive of other community partners. Other duties as assigned.

BASIC REQUIREMENTS

The basic requirements for employment as a VHA Marriage and Family Therapist (MFT) are prescribed by stute in 38 U.S.C. § 7402(b)(10), as amended by section 239 of Public Law 114

  • 223, enacted Sept 29, 2016.

To qualify for appointment as an MFT in VHA, all applicants must meet the following:

Citizenship:

Be a citizen of the United Stes. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

Educion:

Candides must meet one of the following: Hold a master’s degree or doctoral degree in marriage and family therapy from a program approved by

COAMFTE, OR

Hold a master’s degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR Hold a master’s degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiric Nursing, Psychology, and Psychiry) th meets the current VA qualificion standard of th profession.

Licensure:

Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current and unrestricted MFT license to independently practice marriage and family therapy in a Ste.

Exception:

The Secretary, or his/her designee, may waive the licensure requirement for persons who are otherwise qualified, pending completion of Ste prerequisites for licensure examinions for a period not to exceed three years from the de of employment on the condition th MFTs appointed on this basis provide care only under the supervision of a fully licensed MFT with an AAMFT approved license. This exception only applies the entry grade level (GS-9) . For grades or above the full performance level, the candide must be licensed.

English Language Proficiency:

MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.

Grandfhering Provision:

All persons employed in VHA as a MFT on the effective de of this qualificion standard are considered to have met all qualificion requirements for the grade held, including positive educion th is part of the basic requirements of the occupion. For employees who do not meet all the basic requirements in this standard, but who met the qualificions applicable to the position the time they were appointed to it, the following provisions apply: Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. MFTs who are appointed on a temporary basis prior to the effective de of the qualificion standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees who are retained as a MFT under this provision and subsequently leave the occupion lose protected stus and must meet the full VA qualificion standard requirements in effect the time of reentry as a MFT.

Grade Determinions:

In addition to the basic requirements above for employment, the following criteria must be met when determining the grade level for each candide. Marriage and Family Therapist, GS-09 ( Entry Level ):

Experience, Educion and Licensure:

The entry level grade is used for non-licensed MFTs or for MFTs (master’s or doctoral level) who are gradues not yet licensed the independent practice level. Unlicensed MFTs the GS-9 grade level have completed the required educion listed above and are working toward completion of prerequisites for licensure. ~AND~ Demonstred Knowledge, Skills and Abilities (KSAs): In addition, candides must demonstre the KSAs below: Knowledge of human development throughout the lifespan, interventions based on research and family systems theory and therapy, formal diagnostic criteria, risk assessment, evidence-based practice and assessment tools. Ability to assess, with supervision, the psychosocial functioning and needs of Veterans and their family members. Knowledge to formule, implement, and re-evalue a trement plan through continuous assessment identifying the Veteran’s challenges, strengths, readiness to change, external influences and current events surrounding the origins and maintenance of the presenting issue, and interactional pterns within the client system. Ability to provide counseling and/or psychotherapy services, under supervision, to individuals, groups, couples and families in a culturally competent manner th facilites change through restructuring and reorganizing of the client system. Basic knowledge and understanding of existing relevant stutes, case law, ethical codes, and regulions affecting professional practice of marriage and family therapy. Ability to draft documents, manage da, maintain accure, timely and thorough clinical documention, and track quality improvements. Marriage and Family Therapist, GS-11 ( Full Performance Level ):

Experience, Educion and Licensure:

In addition to the basic requirements, the GS-11 full performance level requires completion of a minimum of one year of post-master’s degree experience in the field of marriage and family therapy work (VA or non-VA experience) and must be licensed in a Ste the independent practice level. ~OR~
