Administrative responsibilities to include but not limited to the following: Provides leadership and overall management of Health Information Management (HIM) Compliance and Privacy. Provides strategic planning and direction for development and enhancement of health information and HIM revenue cycle activities. Ensures that goals and services provided by HIM are aligned with organizational priorities. Manage the HIM budget effectively and justifies any significant variances. Completes 100% of performance appraisals by due date. Manages the discharged not final coding process. Supervises billing staff and their job functions. Provides oversight for paper and electronic forms. Acts as Chair of the Hodgeman County Health Center Forms Committee. Acts as the Medical Staff secretary. Develops, revises, and implements departmental policies and procedures and job descriptions. Ensures compliance with all regulatory standards by monitoring the “Open and Closed Chart Review” process, which includes participation and reporting to the Risk Management and Quality Assurance Committee. Evaluates, updates and implements processes, policies and/or procedures associated with areas of responsibility when faced with internal and/or external changes (e.g., regulations, technology, workload). Oversees and monitors department operations to ensure compliance with overall department goals and establishes budget constraints to minimize overtime. Performs monthly operational functionality audits by running reports and physically checking the charts of the overall operational process (coding, abstracting, prepping, scanning, indexing and both concurrent and discharge analysis). Ensures effective use of health information data by providing statistical analysis and reporting and consults with other departments on their data requirements. Manages and resolved human resource, employee and department safety and risk management issues. Serves as Hodgeman County Health Center’s Contact Person to administer patient rights processes relating to inspection, copying, amendment, restrictions, and accountings; receive and process complaints and provide compliance program oversight. Provides Compliance and HIPAA education at New Employee Orientation. Ensures that annual privacy, security and compliance training occurs for all workforce members. Logs all privacy related complaints (patient-initiated complaints, risk management complaints, and other complaints related to the privacy of health information) and is responsible for all investigations related to the uses and disclosures of health information and patient rights. Reports results of privacy investigations to the Risk Management Committee for further action if necessary. Responsible for all documentation and retention of documents related to the privacy of health information Acts as custodian of records in legal proceedings. Other duties as assigned.
