JOB SUMMARY
Jefferson County Department of Health is seeking to hire a well-qualified Clinical Services Director. This role oversees all clinical operations across Jefferson County Department of Health facilities. Employees in this position direct the operations of multiple divisions delivering Family Planning; Child, Dental, and Sexual Health; and Tuberculosis, WIC, Laboratory, and Pharmacy services. The Director is responsible for developing strategic plans, ensuring regulatory compliance, driving operational excellence, managing budgets, and aligning clinical programs with strategic health objectives to enhance public health outcomes. As a manager of supervisors, the Clinical Services Director assigns and reviews work, administers performance appraisals, makes hiring decisions and offers, provides work-related feedback, and makes recommendations for disciplinary action when needed.

QUALIFICATIONS
The following are job-related qualifications that are required for employment consideration for this position: Current and valid state license to practice in the relevant clinical field (e.g., Licensed Clinical Social Worker, Registered Nurse). Master’s degree in Public Health (MPH), Public Administration (MPA), Health Administration (MBA or MSHA), Social Work, Nursing, or a public health or healthcare-related friend from an accredited university or college. Experience directing and overseeing the daily operations of clinical services (e.g., nursing, lab, pharmacy, maternal/child health, WIC, referral centers), including program administration, regulatory compliance and oversight, budget management, and supervision of clinical or public health professionals.
PREFERRED QUALIFICATIONS
The following are job-related qualifications deemed desirable by Jefferson County Department of Health. These qualifications may be considered by the hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes. Doctorate in Public Health, Public Administration, Health Administration, Social Work, Nursing, or in a public health or healthcare-related field from an accredited university or college. Experience leading or supporting EMR implementation or optimization projects. Experience interpreting and applying CLIA and 340B regulatory frameworks, including oversight of laboratory operations, quality assurance, pharmacy contract relationships, and compliance with federal reporting and audit requirements. Experience leading multi-site, multi-discipline clinical operations, including oversight of staffing, standardization of clinical protocols, regulatory compliance, and coordination across diverse service locations. Experience serving as a departmental spokesperson or subject matter expert, representing clinical services to community partners, regulatory agencies, media and public events, or professional board. Experience managing public health or research medical grants.
TYPICAL JOB DUTIES
Directs and oversees the daily operations of clinical services across multiple departments, ensuring consistent delivery of high-quality care and public health services, strict adherence to federal, state, and local regulations, and integration of clinical practices across all departments. Provides strategic input on clinical service planning and innovation in public health delivery models, and leads the development, implementation, and continuous review of clinical policies and standard operating procedures, emphasizing practices to ensure patient safety, clinical quality, and full compliance with public health standards and accreditation requirements. Leads the Electronic Medical Records implementation and optimization team to support clinical operations, workflow improvement, data integrity, and staff training, ensuring the EMR meets all requirements for billing, reporting, privacy, and population health management. Administers the 340B Drug Pricing Program, including maintaining contract pharmacy relationships and ensuring compliance with federal regulations and reporting requirements. Oversees inventory control systems for medications and clinical supplies to ensure fiscal responsibility, medication availability, loss prevention, and cost-effective resource utilization. Supervises managers of clinical service divisions, including family planning, child health, dental health, specialty clinic, and pharmacy and laboratory services, to ensure consistent implementation of clinical policies, coordination across service areas, and delivery of high-quality care in alignment with public health goals. Creates and manages budgets for all clinical divisions, ensuring alignment with strategic goals and compliance with fiscal policies. Serves as a spokesperson for the Health Department on clinical and public health matters by representing the department at community events, public health conferences, and inter-agency meetings, and delivering presentations at forums, professional conferences, and media events. Monitors and ensures full compliance with Clinical Laboratory Improvement Amendments (CLIA) regulations, including oversight of laboratory procedures, quality assurance measures, documentation, and staff training, to ensure the accuracy, reliability, and timeliness of laboratory results, safeguard patient safety, and maintain the department’s eligibility to perform and bill for laboratory testing services. Leads the administration, budgeting, compliance, and reporting for local, state, and federal public health grants, ensuring grant objectives align with strategic goals and community priorities.
PHYSICAL DEMANDS
Job is primarily sedentary, involving sitting for long periods of time, but may involve occasional walking or standing for brief periods, and may also involve occasional light lifting of items or objects weighing up to 25 lbs.
WORK ENVIRONMENT
Work is conducted almost exclusively indoors in an office setting and involves use of standard office equipment, such as computer, phone, copier, etc., and may be exposed to a variety of adverse working conditions, including possible exposure to bodily fluids and other bio-hazard materials (e.g., urine, sweat, saliva, blood, etc.), and possible exposure to contagious or infectious diseases. Job requires continuous education to maintain certification/licensure.
