Job Description

Ability to plan and present information to the public. Ability to facilitate various size groups using facilitative leadership skills. Ability to balance several job functions at one time and work under a heavy workload. Good interpersonal and communication skills. Ability to analyze statistical data for trends and performance in various programs and to develop strategies for improvement. Ability to represent the District at state and regional functions.

To plan, facilitate, and implement the districts Student Services and Exceptional Student Education (ESE) program objectives and activities; planning, facilitation and implementation of the districts Mental Health Program objectives and activities; to plan facilitate and provide oversight of the districts student discipline program to include management of student behavior.

PERFORMANCE RESPONSIBILITIES

Service Delivery1. Coordinate the planning and supervision of all student programs and other services.2. Facilitate and act as chairperson when conducting meetings at eligibility, placement, dismissal and revision of IEP meetings.3. Review and coordinate activities with other state exceptional initiatives.4. Provide overall leadership and appropriate resources for the Exceptional Student Education, Student Services Programs and for District-wide curriculum development, implementation and evaluation as well as instructional methodology improvements.5. Assist in the planning, initiating, conducting and evaluating activities related to technical assistance in ESE and Student Services in the district.6. Coordinate the development and implementation of performance standards in the ESE and Student Services program.7. Work effectively through collaboration and coordination with district personnel, other agencies, and other appropriate persons.8. Assist in the development of policies for all the student programs.9. Provide leadership for purposeful articulation among all instructional levels as well as between basic and special programs.10. Provide district with current, relevant information and research related to ESE, Student Services and Mental Health.11. Provide technical assistance in programming and mandates for curriculum development and program development related to ESE.12. Assist with the purchasing of ESE materials and develop programs appropriate to service delivery and other needs.13. Assist with interpretations and implementation of all aspects regarding educational services to children and families with disabilities.14. Coordinate the writing of projects for funding of educational programs.15. Coordinate in the collection and reporting of various types of statistical information required by the School Board, Department of Education or other agencies.16. Serve as consultants in the selection of materials and equipment for assigned curricular areas.17. Implement procedural safe guards and represent the district in student due processing hearings, mediations and resolution meetings.18. Implement the student mental health awareness and assistance at all grade levels.19. Create/implement a program requiring students to note previous disciplinary/mental health referral services upon initial registration for school within the school district.20. Provide direct oversight to the revision of the districts Student Code of Conduct to include student referrals to mental health services and law enforcement.21. Develop an action plan to address immediate mental health services and/or substance abuse crisis.22. Provide information and access for all personnel (employees and students) of mental health services/opportunities available within the district.23. Create, establish and expand the Districts and school-based mental health care plan(s) as outlined in the Mental health Assistance Allocation which provides mental health assessment, diagnosis, intervention, treatment and recovery services to students with one or more mental health or co-occurring substance abuse diagnosis including students at risk of those diagnoses.24. Develop a mental health services training plan for all school personnel to include available services within the district, symptoms and who to contact for needed services.25. Develop district and school-based threat assessment teams with expertise in mental health counseling, academic instruction, law enforcement and school administration.

Inter / Intra-agency Communication and Delivery26. Maintain a close working relationship with school personnel to ensure information exchange, coordination of efforts and general support for the decision-making process.27. Coordinate in the collection and reporting of various types of statistical information required by the School Board, Department of Education or other agencies.28. Work with principals, department heads, grade level chairs, subject matter specialists, and other stakeholders in developing the general philosophy and goals of the total school curriculum.29. Report on the status of student programs and services at the request of the Superintendent.30. Direct and coordinate program planning to involve District and school personnel, community representatives and students when appropriate.31. Serve as contact to the Department of Education in assigned areas.32. Maintain contact with other school districts in Florida and other states to share and receive information on effective programs and practices.33. Maintain good public relations with parents and community groups for dissemination of information and feedback.34. Assist in interpreting the programs, philosophy and policies of the District to staff, students and the community.35. Maintain liaison with social, professional, civic, volunteer and other community agencies and groups having an interest in the schools.36. Aid principals, assistant principals and teachers in all areas related to ESE curriculum and instruction.37. Serve as District-based representative on the appropriate boards, committees and projects.38. Keep abreast of all developments in their fields and disseminate information about them regularly to the teachers in assigned curriculum and grade level areas.

Professional Growth and Improvement39. Coordinate and conduct training activities related to ESE, Student Services and school improvement issues.40. Facilitate, present, and plan workshops; and attend state conferences and meetings relative to ESE, Student Services and Mental Health.41. Keep well informed about current trends and best practices in basic, exceptional and vocational education.42. Promote and support professional development for self and others.43.
