JOB DESCRIPTION SUMMARY

The Executive Director/Administrator is appointed by the Governing Body and is responsible for day to day operations of the hospice program. He/She is responsible for the employment of qualified hospice personnel; is responsible for the provision of hospice services, directly, and the delegation to and coordination of hospice personnel evaluations; is responsible for establishing standards of care to comply with federal and state regulations and accreditation standards. The Executive Director/Administrator establishes, implements and evaluates goals and objectives to the total organization and philosophy.

ESSENTIAL JOB FUNCTION/RESPONSIBILITIES

1. Designating a qualified alternate, in writing. 2. Responsible for ensuring that The Executive Director/Administrator or a qualified alternate is available on the premises or by telecommunication during normal business hours. 3. Ensuring organizational compliance with legal, regulatory, and accreditation requirements. 4. Assures that all business conduct is above minimum standards required by law and will not condone any activities that achieve results through violation of the law, unethical business or patient care practices. 5. Operational planning and budgeting. 6. Monitoring business operations to insure financial stability. 7. Evaluating hospice services and personnel using measurable outcomes and objectives. 8. Conflict and complaint management and resolution, including investigation of complaints and ensuring reports are submitted to the Department of Health as required, and reporting allegations of abuse, neglect or misappropriation of property according to state rule and regulation. 9. Establishing and maintaining effective channels of communication including integration or technology, as applicable. 10. Ensuring hospice personnel stay current with clinical information and practices 11. Ensuring adequate and appropriate staffing. 12. Staff development including orientation, in-service, continuing education, competency testing and quality assessment performance improvement. 13. Ensuring that interdisciplinary care is provided. 14. Ensuring supportive services are available to personnel. 15. Ensuring coordination with other departments, services and senior management, as appropriate. 16. Ensuring staff and organization stay current on national/local hospice issues and trends. 17. Ensuring that appropriate service policies and procedures are developed and implemented to accomplish identified outcomes. 18. Directing staff in performance of their duties including admission, discharge, transfer, revocation, and provision of service to patients. 19. Ensuring appropriate staff supervision during all service hours. 20. Monitoring service utilization to ensure delivery of comprehensive care. 21. Ensuring services provided by other agencies are authorized by hospice. 22. Monitoring operational progress toward accomplishing operational and strategic goals. 23. Keeping the Governing Body informed of the Hospice’s operations and ensuring appropriate data collection and regular, complete reports are received by the Governing Body. 24. Ensuring adequate space, equipment, and supplies are available. 25. Ensuring actionable objectives are derived from evaluation of hospice services and personnel. 26. Ensuring that structure and systems promote interdisciplinary care. 27. Ensuring collaboration with agencies and vendors for effective management of services. 28. Ensuring standards of ethical business and clinical practice are maintained. 29. Ensuring development, implementation, and enforcement of all policies and procedures including patient rights. 30. Planning for and administering the managerial, operational, fiscal, and reporting components of the facility. 31. Participating in the quality assurance program for patient care. 32. Ensuring that all personnel are assigned duties based upon their education, training, competencies and job description. 33. Establishing and maintaining liaison relationships, communication, and integration with facility staff and services and with patients and their families, in accordance with the philosophy and objectives of the facility. 32. Responsible for arranging and negotiating services provided through contractual agreement.

Position Qualifications:

1. Previous supervisory or administrative experience in hospice or related health care fields or education in healthcare or administatiation. 2. A Bachelor’s Degree in business administration or a health care field and at least 4 years supervisory or administrative experience in hospice or in a health care setting OR A Master’s Degree in business administration or in a health care field and at least 2 years of supervisory or administrative experience in hospice or in a health care setting. 3. Demonstrated ability to supervise and direct professional and administrative personnel. 4. Ability to market and deal tactfully with customers and the community. 5. Has knowledge of corporate business management. 6. Understands hospice care and the services provided to patient and family/caregiver through an interdisciplinary group. 7. Intimate knowledge of Medicare Hospice Certification. 8. Must be a licensed driver with an automobile that is insured in accordance with state and/or organization requirements and is in good working order. 9. Has excellent observation, verbal and written communication skills. 10. Once an offer of employment is made, it is contingent upon satisfactory references, as requested, criminal background checks and exclusion verification by regulation. 11. Have operational knowledge of applicable hospice law and regulations and interrelations between state licensure and other national regulations and accrediting certifications.
