This in-office role is essential in managing new start processes, securing authorizations, maintaining payer relationships, and ensuring compliance with Georgia Medicaid guidelines. The ideal candidate will have deep knowledge of Georgia’s waiver systems and experience in working with home- and community-based services (HCBS). Regular travel within the assigned territory is required to build and maintain strong relationships with clients, care coordinators, and referral sources.

PM Key Responsibilities:
Medicaid Waiver Program Management:
Manage and coordinate client services specifically under Georgia’s CCSP and SOURCE waiver programs. Maintain up-to-date knowledge of Georgia Medicaid policies, billing guidelines, and authorization procedures. Act as a liaison with Care Coordination Agencies and Managed Care Organizations (MCOs) to ensure timely approvals and client eligibility.
Client Onboarding & Authorization:
Lead the intake process from referral through service initiation, ensuring all documentation is complete and compliant with state requirements. Verify Medicaid eligibility and waiver program enrollment. Secure prior authorizations for services, with emphasis on minimizing delays in client care. Maintain regular communication with
CCSP/SOURCE/VA
case managers and client families.
Recruitment & Staffing:
Source and recruit qualified caregivers (CNAs, PCAs) with experience in waiver program delivery. Match caregivers to clients based on needs, schedule, and location. Responsible for all scheduling needs for match making clients. Negotiate caregiver pay rates with new caregivers.
Compliance & Documentation:
Ensure all caregiver and client files are up to date and meet Medicaid audit standards. Track authorization and service utilization to avoid lapses or overuse of allocated hours. Document all payer correspondence and authorization activity in compliance with Medicaid regulations. Record all Caregiver and client interactions with daily communication.
Client & Payer Relations:
Build strong relationships with MCOs, Care Coordination Agencies, and referral sources (hospitals, social workers, etc.). Educate clients and families about their waiver services, including covered benefits and any out-of-pocket implications (Cost Shares). Advocate on behalf of clients and the agency to resolve service or reimbursement issues.
Team Collaboration & Reporting:
Work closely with billing and revenue cycle teams to ensure smooth claims submission and reimbursement. Collaborate with schedulers, nurses, and caregivers to ensure continuity of care. Provide regular reports on program performance, staffing needs, and service metrics.
Qualifications:
Education:
Bachelor’s degree in Healthcare Administration, Nursing, Social Work, or related field. Relevant certification (e.g., Case Management, Medicaid Waiver Management) is a plus.
Experience:
3-5 years of experience in healthcare management or home health, with direct experience managing Georgia Medicaid Waiver clients (CCSP/SOURCE/VA). Familiarity with Georgia’s Aging & Disability Resource Connection (ADRC) system and Medicaid authorization portals (e.g., GAMMIS). Experience working with managed care organizations such as Amerigroup, Peach State, and CareSource is highly preferred.
Skills:
Strong organizational and time-management skills to handle high caseload volumes. Excellent interpersonal and communication skills for working with clients, staff, and payers. Solid understanding of Medicaid billing, HCBS guidelines, and Georgia Department of Community Health (DCH) regulations.
