$TBD The Executive Director (ED) of the Community Behavioral Health Center (CBHC) and Behavioral Health services is responsible for the operational leadership of Vinfen’s array of community Behavioral Health services, including the CBHC [which includes the core services, community crisis stabilization services and mobile crisis intervention services] fee for service outpatient clinic services, and related in home, emergency, and diversion services for adult and child mental health and substance use disorders. The ED is responsible for the effective management of programs including oversight of quality, compliance, outcomes, staffing, safety, service delivery and financial performance. Working with all administrative departments, the ED is responsible for ensuring appropriate use of resources to provide effective and efficient behavioral health services. The ED is also responsible for the integration of BH services within Vinfen programs and services as well as with external service providers for the support of persons served. The ED leads the expansion and enhancement of telehealth services and the development and implementation of new behavioral health service lines to meet the needs of Vinfen’s clients and to take advantage of new opportunities in the community behavioral health system of care. The ED is responsible for participating in company-wide planning and work on a range of strategic and operational issues. The ED works with the Medical Director of the CBHC, the Chief Medical Officer and provides leadership to the Director of Outpatient Services, the Youth Community Crisis Stabilization (YCCS) Unit Clinical Program Director (CPD), to Clinic and Program Directors, to any subcontracted staff and provider network entities regarding behavioral health/substance abuse treatment and management and may have a role with external relations particularly with respect to the state and regulatory efforts. Directs and manages the activities of Director of the Outpatient Programs, the YCCS CPD, Clinic Director(s) and other senior operations staff in the Behavioral Health (BH) division. Directs and manages the activities and collaborates with subcontracted staff as related to Vinfen held contracts and the provision of services. Hires staff appropriate to the position. Utilizes staff appropriately with the goal of optimizing effort and achieving operational and financial goals. Manages staff performance. Provides direction, training, and coaching; conducts performance planning and review sessions; provides guidance on career development; implements recognition and rewards programs. Applies counseling, disciplinary, and corrective action programs, as necessary. Ensures compliance with all internal quality and external licensing, certification and accreditation standards and regulations – particularly Department of Public and Mental Health certifications, as well as program specific policies and procedures. Ensures compliance with federal, state, and company policies and regulations and standards for professional conduct and services. Provides oversight of regulatory, accreditation, and quality improvement activities Assesses, establishes, and implements appropriate systems, procedures, and productivity standards for outpatient services to ensure quality of services, including use of Evidence Based Practices to produce measurable outcomes indicating excellent results of services through multiple delivery modalities compared to service system benchmarks. Ensures all benchmarks are met by multiple staff groups including but not limited to clinicians, prescribers, and mental health workers. Develops program budgets. Analyzes expense and revenue reports; justifies variances; tracks and resolves issues in conjunction with Director of Outpatient Services and YCCS Clinic and Program Directors and finance staff, including making program adjustments when necessary. In conjunction with Medical Director, provides leadership for adverse events within CBHC ensuring appropriate plans and corrective action are implemented and reported. Envisions, designs, and develops new programs and initiatives, including responding to opportunities to expand care for new services by all payers, including State, ACO and Health Plans. Assesses funder and community needs and proposes solutions. Develops new business plans, contracts/grant proposals to expand funding base. Performs other related duties as required. Why Vinfen? Requirements:
Master’s or Doctoral degree in social work, psychology, or mental health counseling is required. RN/MSN with appropriate experience may be considered. Eight years minimum experience working with clients with substance use disorders and co-occurring Psychiatric Disorders. At least five years’ experience providing clinical leadership to a multidisciplinary team of Clinicians and related providers including peer staff and prescribers. Professional independent license in social work, mental health counseling, or psychology in state of service. Ability to communicate effectively with employees and outside parties. Ability to provide leadership and team management to recruit and retain staff. Knowledge of funding sources and project development opportunities Excellent writing skills Knowledge of operations management procedures and practices Clinical experience managing services, including mental health and SUD, and populations with significant medical, social, and behavioral health complexity. Experience establishing clinical training programs including arrangements with academic institutions for pre- and post-graduate students, interns, fellows, and recruits. Success in developing high performing teams and building a culture of inclusion and diversity. Must be able to successfully pass a CORI, SORI, reference check, employment verification check, education verification and credentialing check.
