Full Job Description Primary Objective:

The Manager of Behavioral Health and Substance Abuse oversees the provision of mental health and substance abuse services, ensuring adherence to established policies and procedures. This role provides leadership and management direction to the clinic team, facilitating counseling, therapy, and psychoeducation to individuals dealing with mental health and substance abuse issues.

Primary Responsibilities:

Maintain a reasonable caseload of clients, providing counseling, therapy, and psychoeducation as appropriate. Generate and manage a facility-wide clinical behavior management plan to ensure effective treatment outcomes. Draft, review, update, and approve policies and procedures related to mental health and substance abuse services. Develop and facilitate departmental performance improvement initiatives to enhance workflow efficiency. Establish and maintain a process for conducting behavioral health intake assessments in alignment with medical intake exams. Provide mental health support resources to staff and ensure a clear reporting process for addressing mental health emergencies. Provide day-to-day leadership within the organization, offering guidance and authorization to achieve clinical and financial goals. Manage, guide, coach, and discipline all staff within the clinic, ensuring compliance with organizational standards. Provide training and development opportunities for staff to enhance their skills and capabilities. Ensure compliance with local, state, federal, Medicare, and Medicaid requirements, including accurate documentation and financial oversight. Monitor patient progress and medical necessity through accurate data input and reconciliation in electronic medical records. Develop and maintain a patient group session schedule to strengthen patient engagement and involvement in treatment. Monitor key performance indicators, evaluate trends, and establish goals to drive continuous improvement. Prepare and submit reports as necessary to track center performance and financial accountability. Promote and maintain a safe environment for staff and patients, adhering to quality control standards for medical records. Represent the program and agency to the community and other agencies, serving as a professional role model and leader. Perform any other related duties assigned by the Program Director and Executive Director.

Education & Experience:

Master’s degree in a Human Services field with at least 1 year of full-time, post-graduate substance abuse experience; or Bachelor’s degree with at least 2 years of full-time, post-degree substance abuse experience. Minimum of three (3) years of experience in Human Services, substance abuse, psychology, counseling, or a related field, with one (1) year of management experience preferred. Must hold full LCAS and LCMC certifications or fullLCSW certification.

Knowledge, Skills, and Abilities:

Knowledge and ability to perform the 12 Core Functions. Ability to use independent judgment and to manage and impart confidential information. Knowledge of the code of the code of ethics specific to North Carolina Professional Substance Abuse Practice Board, the understanding that this code will guide professional and clinical behavior. Knowledge of developing, monitoring PCP’s. Knowledge of psychotropic, HIV/AIDS and other medications. Knowledge and ability of using the ASAM Criteria. Knowledge and ability to diagnosis using the DSM IV. Skills in preparing and maintaining consumer medical records. Knowledge of community resources. Knowledge of legal and ethical issues related to consumer’s rights. Ability to perform supervised urine screens. Knowledge of self-care. Comfortable with working with diverse ethnic and cultural groups. Exceptional organization and time management skills. Proficiency with Microsoft Office. Excellent communication skills.
