CORRECTIONAL FACILITY QUALIFICATIONS
A.) Possession of a bachelor’s degree in nursing plus (5) years of clinical nursing experience and three (3) years supervisory experience (charge/head nurse, supervisor, manager) or B.) Completion of ninety (90) semester hours at a regionally accredited or New York State registered four (4) year college or university majoring in Nursing• plus seven (7) years of clinical nursing experience and five (5) years supervisory experience (charge/head nurse, supervisor, manager): or: C.) An equivalent combination of training and experience as defined by the limits of (A) and (B). A.) NOTE 1: •Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor’s Degree in Nursing is required within one (1) year of permanent appointment. NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. Candidate must possess a license and current registration as a registered nurse in New York State at time of appointment ; and Candidate required to pass a thorough background investigation; and A New York State driver’s license or the ability to provide transportation to work locations with limited or no public Transportation . •On call: This position requires availability after hours and on weekends to resolve staffing issues, patient concerns, or other emergent needs. •This position involves managing nursing services located at Erie County Correctional Facility and the Erie County Holding Center. The incumbent may be physically located at the Erie County Correctional Facility or Erie County Holding Center but will have authority to manage and supervise both facilities at the direction of Correctional Health leadership. This position will work with the Correctional Health Division Leadership Team. The incumbent will work to develop and maintain systems and infrastructure to ensure that there is a qualified and appropriately licensed /credentialed nursing workforce. The work involves planning and directing nursing services at the Erie County Holding Center and Erie County Correctional Facility. Maintains clinical standards and procedures, for the Correctional Health Division nursing services to assure that quality and consistent services are delivered; Implements, evaluates, and monitors these services in collaboration with facility administrators, Director of Clinical Services and the Director of Correctional Health Assist in Development of Correctional Health Division policy to facilitate and ensure uniform delivery of services within the program; Issue procedures in accordance with established standards and policies for the fulfillment of program goals and ensuring compliance with safety and infection control; Works collaboratively with the Director of Clinical services and the Chief Medical Officer and lead representatives from other disciplines to ensure staff and resources are managed in order to provide incarcerated individuals with appropriate and timely nursing services consistent with established standards; Implements organizational and/or staffing changes as necessary to provide for adequate coverage; Evaluates the performance of subordinate nursing and related staff and prepares formal reports of performance. Provides clinical and technical assistance to nurses in the delivery of nursing care; Collaborates with Nurse Educator to develop and maintain a comprehensive in service and continuing education program; Collaborates with the Director of Correctional Health on the recruitment, interviewing, and hiring process for all Correctional Health Division nursing employment activities; Determines suitable organization structure and staffing requirements for the nursing division. Accountable for ensuring an adequate mix of nursing licensure is available on all shifts to meet the needs of the Correctional facilities and to meet the license supervision requirements of the Nurse Practice Act; Creates a work environment that values high ethical standards, emphasizes safe, high quality nursing care, nurtures teamwork, and encourages activities that lead to continuous improvement; Ensures proper labor relations and conditions of employment are maintained; Monitors use and control of drugs; Confers with the Correctional Health Division Leadership and the Chief Medical Officer on implementation of incarcerated individual health standards as mandated or suggested by the New York State Commission of Corrections; Other duties as assigned. Considerable knowledge of managerial principles and practices as they pertain to the delivery of healthcare nursing services in correctional healthcare or emergency/acute services; Considerable knowledge of infection and disease prevention and control; Considerable knowledge of the quality assurance processes and standards within a healthcare environment; Knowledge of nursing practice principles and techniques, public health principles and practices, infectious disease management., control and safety standards, occupational health and safety hazards, and applicable healthcare laws, regulations and procedures; Working knowledge of complex nurse staffing matrices that can accommodate multiple schedule variables, including 12-hour shifts, appropriate licensure mixes, and adequate cross-coverage between medical and mental health patient care responsibilities; Knowledge of supervision, human resources, facilities management, and quality improvement principles and techniques; excellent oral and written communication skills; Abilities to use computer applications to perform functions associated with on-going work; Ability to manage the provision of health care services, identify community health needs, and work with community coalitions and build consensus among staff and healthcare practitioners; Ability to work with diverse individuals with varying opinions and work on a number of tasks simultaneously with changing priorities; Capable of performing the essential functions of the position with or without reasonable accommodation.
