JOB SUMMARY
: The
HIV/HCV/STI
Testing & Outreach Coordinator delivers prevention education, post results counseling, and
HIV/HCV/STI
testing (including venipuncture) using a trauma-informed approach. The Coordinator leads testing initiatives, wellness events, and staff training, while ensuring compliance with agency policies and audit readiness. This role also manages the NYS Syringe Exchange Access Program (ESAP) and provides services at BAC sites, community locations, and via mobile testing. Evening and weekend availability is required.
EDUCATION AND WORK EXPERIENCE
MINIMUM:
Bachelor degree in Human Services or a related field
MINIMUM:
Three (3) years of experience in providing
HIV/AIDS
education and prevention, and
HIV/HCV/STI
Testing MINIMUM :
ONE (1) year in Results Counseling.

DUTIES AND RESPONSIBILITIES
HIV Testing and Counseling Services:
Administers HIV Home, Rapid, and Confirmatory Testing. Conducts STI testing. Conducts intake and assessment for HIV-positive individuals, care coordination services, crisis intervention, and referrals. Provides pre/post-test counseling as required by the AIDS Institute (AI) contract. Facilitates linkage to primary care for HIV-positive individuals who have never been in care or are currently not receiving care. Conducts results counseling for individuals receiving HIV, HCV, and STI testing.
Testing Coordination:
Coordinates and oversees department testing and counseling staff for
HIV/HCV/STI
testing services. Trains all department testers based on BAC and AI Testing Policy and Procedures. Participates in testing and outreach policy revisions and development. Oversees testing and ESAP supplies. Monitors temperature logs on/off-site, including testing van, ensuring all testing documentation is correctly managed and reviewed.
Meetings & Reporting:
Co-chairs the monthly testing meeting. Tracks and monitors contract deliverables for all AI testing services, ensuring testing staff remain on track. Specifies targeted testing locations and provides monthly updates.
Monthly Outreach Meeting:
Co-chairs the outreach meeting, focusing on testing and HICPI services within the Prevention and Education department. Oversees the weekly mobile testing van schedule. Manages and updates BAC’s Outreach Calendar for testing and HICPI events.
Wellness & Outreach Events:
Oversees the ESAP Program, including pharmacy partnerships, Fit Pack assembly, sharps collection, and pharmacy collaborations. Manages data collection and reporting (syringe distribution, fentanyl test strip distribution, naloxone training, and referrals). Conducts naloxone distribution and overdose prevention education, including safe injection practices and proper syringe disposal in community-based organizations (CBOs) and community settings. Develops relationships with shelters and conducts outreach to engage at-risk populations, including individuals experiencing homelessness and substance use disorders. Ability to build and maintain relationships with community resources Coordinate and organize events Leads and participates in community outreach efforts to promote BAC’s prevention and education services.
Driving Responsibilities:
Drives the mobile testing van and ensures it is stocked and cleaned before and after each use. Ensures vehicle maintenance, documentation, and supply inventory are up to date.
Other Duties:
Delivers presentations, workshops, and training as needed. Other duties as assigned based on program needs.
KNOWLEDGE, SKILLS, AND ABILITES
Proven experience in volunteer management or community outreach roles. Strong program development skills with a focus on health-related initiatives. Effective public speaking skills for engaging diverse audiences. Leadership experience in coordinating teams or projects is beneficial. Familiarity with research data collection methods is a plus. Outreaching to at-risk populations, Case management documentation Engagement with vulnerable populations, knowledge of HIV, STI, and Hep C Testing, and the ability to train others. ESAP knowledge and enrollment. Good writing and strong communication skills.
