Job Summary:
The Director of Preventive Health and Quality provides leadership for preventive health services, reproductive health programs, and quality improvement initiatives across the organization. This role ensures that services meet regulatory requirements, align with community health priorities, and support the organization’s mission to provide high-quality, integrated care. The Director collaborates with medical, dental, behavioral health, outreach, and administrative teams to drive strategic initiatives, maintain compliance, and foster a culture of continuous quality improvement and health equity.
Key Responsibilities:
Preventive and Reproductive Health Leadership + Lead the planning, implementation, and evaluation of preventive and reproductive health programs, including family planning, immunizations, screenings, and chronic disease initiatives. + Ensure adherence to Title X guidelines and other regulatory standards; develop and update clinical protocols and staff training accordingly. + Collaborate with front desk, nursing, medical, and outreach staff to ensure effective, culturally competent care and education. + Monitor program utilization, analyze clinical data, and ensure alignment with grant goals and performance metrics. Quality Improvement (QI) Oversight + Support and actively participate in the Quality Improvement Committee, leading QI initiatives using evidence-based models such as PDSA cycles and root cause analysis. + Support oversight and compliance with HRSA, UDS, and NYS DOH quality measures and reporting requirements. + Support efforts toward maintaining Patient-Centered Medical Home (PCMH) recognition. + Conduct audits and evaluations to identify care gaps and propose system improvements. Program Planning, Compliance, and Reporting + Participate in budget development and monitoring for preventive and reproductive health services in partnership with the CFO. + Prepare grant applications and progress reports in coordination with the grants and finance teams. + Actively engage in regional, state, and national meetings to remain current on public health trends and best practices. + Represent the organization in community coalitions and partnerships to improve population health. Staff Supervision and Development + Supervise reproductive health staff, including performance evaluations, coaching, and training. + Support clinical and administrative staff training on preventive health procedures and compliance with family planning regulations. + Promote professional development, cross-functional collaboration, and a team-based approach to care. Data & Analytics + Analyze clinical and operational data to evaluate program effectiveness and inform decision-making. + Partner with data analysts and IT teams to generate and interpret dashboards, reports, and patient care trends. + Use data to support strategic planning, targeted interventions, and communication with internal and external stakeholders.
Qualifications:
Education + Bachelor’s degree in Public Health, Healthcare Administration, Nursing, or a related field required; Master’s degree preferred (MPH, MHA, MSN, or equivalent). Experience + Minimum 5 years of experience in preventive health, reproductive health, or quality improvement leadership, preferably in an FQHC or community health setting. + Experience with grant management, Title X and HRSA guidelines compliance, and QI implementation. + Supervisory experience and demonstrated success leading multidisciplinary teams. Skills & Competencies + Deep knowledge of family planning standards of care, public health practices, and quality reporting requirements (e.g., UDS, HEDIS, PCMH). + Excellent interpersonal, public speaking, and team-building skills. + Cultural competency and commitment to health equity. + Strong analytical and organizational skills with proficiency in EHR systems and data tools. + Valid NYS driver’s license and automobile insurance per organizational policy.
Work Environment:
This position is based in a dynamic clinical and administrative environment. Duties include both office-based and community-facing work, with some travel required across the Finger Lakes region. Must be able to lift to 40 pounds and meet the physical demands of a healthcare leadership role including sitting, standing, and use of a computer for extended periods. OSHA Category III Department Preventive Health Employment Type Full-Time Minimum Experience Experienced Compensation $90,000.00
