Chief Laboratory Technician Summary:
The Lab Manager will manage and oversee the Ormond Beach Water Reclamation Facility in-house laboratory including Quality Assurance and Control (QA/QC), inventory, data entry and control, training and adherence to Florida Department of Health (FDOH) and National Environmental Laboratory Accreditation (NELAC) program requirements.
Essential Duties and Responsibilities:
Coordinates all permit required sampling and testing including daily, weekly, monthly, annual, semi-annual and bi-annual of influent, reuse, surface water and sludge including any special testing with contracted laboratory. Conducts all permit required sampling of influent, reuse, surface water discharge and sludge on a frequent basis. Fills out required Chain of Custody forms and logs as required. Conducts internal sampling and testing for permit and operational analysis per established protocol. Controls and orders laboratory chemicals, reagents and consumables. Orders required permit and non-permit instrumentation and maintains precision and accuracy of all chemical instruments within the laboratory and the field. Reviews contract lab data for errors or out of normal range results and records data on required reports. Writes and updates all in-house laboratory Standard Operating Procedures for lab instruments and sampling procedures. Maintains all automatic samplers for regulatory compliance and reduce sample contamination.
Ensures all lab instruments are calibrated and the precision and accuracy of instruments remain within required ranges for accurate and defendable reporting. Trains operators and trainees in the proper sampling, testing, QA/QC and related paperwork to ensure compliance with Florida Department of Health and NELAC (National Environmental Laboratory Accreditation Certification) Program requirements. Maintains NELAC standards and certification for accredited testing, Quality Assurance and Precision standards. Assists in preparation for, response to, and recovery from, the impacts of a wide variety of
disasters or emergency situations and may be temporarily assigned to other duties, locations,
and shifts. Meets attendance requirements. Promotes positive customer service environment internally and externally. Performs other job-related functions as assigned.
Supervisory Responsibilities:
Assists the Chief Operator in directing and instructing trainee operators. Education and/or
Experience:
Bachelor’s Degree in Biology, Chemistry, Biochemistry, Health and Science, or another related field plus a minimum of 5 years of laboratory sampling and testing experience.

Several wastewater system components are included in the work environment. Several
chemical feed systems make up a portion of the system environment and Safety Data
Sheets (SDS) are available for review to insure employee is familiar with appropriate
safe handling procedures associated with each chemical of interest. Additional adverse conditions are present in work environment typical to those
associated with sanitary sewer systems to include solid, liquid and gaseous forms of
domestic and industrial waste streams having periodic septic characteristics.
