PURPOSE OF POSITION

With supervision from the Director of Regulatory Affairs and Accreditation, the Assistant Director will carry out a variety of routine project or program activities to ensure compliance with Department of Health and The Joint Commission laws and regulations. The Assistant Director must have a wide skill set and an understanding of government language. The Assistant Director will work to identify, analyze and make recommendations to resolve conventional regulatory compliance problems and situations. He/she must work closely to ensure adherence and compliance with all applicable guidelines, regulations and laws. The Assistant Director will assist in State and regulatory agency inspections, assist in the development of action plans and follow-up to ensure completion and correction to any issues and violations. The Assistant Director should provide expertise and regulatory intelligence in translating regulatory requirements into practical workable plans, and ensure that all regulations are up-to-date and properly communicated.

SUMMARY OF DUTIES AND RESPONSIBILITIES

Under the direction of the Associate Director of Regulatory Affairs and Accreditation, the Assistant Director conducts audits/internal assessments of clinical and quality activities to ensure compliance with Facility policies, state and federal regulations, and accreditation standards. 1. Provides education to medical staff, patient care services and ancillary departments to promote compliance activities. 2. Provides education and serves as a resource to all staff on The Joint Commission standards (TJC), New York State Department of Health (NYSDOH), Centers for Medicare and Medicaid Services (CMS) regulations, and other regulatory bodies as applicable to the hospital. 3. Maintains knowledge of accrediting and regulatory agencies’ standards on a continual basis to identify changes in current requirements and any new/ additional mandates; 4. Supports the hospital’s survey readiness program: Chapter leader education and facilitation Committee meeting and structure The annual self-assessment process Action plan and monitoring Leader and staff education 5. Monitoring of compliance with chart audits, tools such as tracers, rounds, mock surveys. Identification of gaps in processes, in addition to engaging appropriate business partners to address those gaps 6. Support performance improvement for corrective action plans through observations, gathering and preparing data, including analysis, and progress monitoring. 7. Lead performance improvement projects with limited scope. 8. Maintains confidentiality of all information as well as the release of any information. Obtain and assemble documentation for regulatory authorities and other inquiries, as needed 9. Participates in continuing education relevant to Joint Commission standards, New York State Department of Health and CMS regulations. 10. Provides documentation to assist the Director of Regulatory Affairs and Accreditation with special projects as needed 11. Attends Regulatory Affairs lead meetings, departmental staff meetings and hospital-wide meetings (as applicable) 12. Performs other activities as assigned Minimum Qualifications 1. A Baccalaureate Degree from an accredited college or university in Management, Industrial Engineering, Business Administration or an approved systems-related program; and, 2. Six years of full-time, paid experience in business, government, hospital, educational institution or a non-profit organization in the development, analysis and implementation of systems and subsystems, manual and computer application, of which two years must have been in a supervisory, administrative or consultative capacity; or, 3. A Master’s Degree from an accredited college or university in the programs in (1); and, 4. Five years of full-time, paid experience as indicated in (2), with one year required at the supervisory, administrative or consultative level; or, 5. A satisfactory equivalent combination of education, training and experience.

Working knowledge of current hospital policies and procedures Knowledgeable in medical terminology Knowledge and experience with EMRs Ability to oversee in the collection, analysis, and distribution of outcome data Excellent planning and organizational skills including the ability to set time lines and meet deadlines Able to handle multiple, complex priorities and balance the needs of each according to departmental and institutional demand Superior communication skills, both verbal and written Good presentational skills, engaging, and dynamic Change oriented; creative and innovative High energy, assertive, and a self-starter

Educational Level:

Bachelor’s degree required; master’s in business administration (MBA), public health (MPH), or in healthcare administration (MHA) is preferred Knowledge, Skills, Abilities and other
