Duties of this position may include, but are not limited to: Serves as a Marriage & Family Therapist Program Manager, RCS Vet Center Director (VCD) and is responsible for the professional and administrive supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordinion services provided to eligible individuals within the designed Vet Center Service Area (VSA). VCD is responsible for the professional & administrive supervision and oversight of all readjustment counseling, outreach, referrals, and follow-up care coordinion services provided to eligible individuals within the designed Vet Center Service Area (VSA). Oversees the fiscal, contractual, and operional obligions of the community-based Vet Center Leads coordinion and briefing during meetings with Congressional representives and their staff Assumes the Lead role in planning, establishing, and implementing Vet Center policies and procedures, developing staff goals and objectives, as well as monitoring, coordining, and evaluing the work of all Vet Center Staff, including Hybrid Title 38 Mental Health Professionals recognized as licensed independent practitioners, Title 5 Readjustment Counselors, outreach workers, and program support assistants. Provides direct readjustment counseling services within and outside of the Vet Center to include Face-to-face and virtual services based on client preference Collabores with divergent multidisciplinary team members in a manner th enhances coordinion of comprehensive client care Perform other duties as assigned.

Candides must meet one of the following: (1) Hold a master’s degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, (2) Hold a master’s degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, (3) Hold a master’s degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiric Nursing, Psychology, and Psychiry) th meets the current VA qualificion standard of th profession.
Licensure:
Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a Ste. Once licensed, MFTs must maintain a full, current and unrestricted license to remain qualified for employment. Loss of licensure will result in removal from the
GS-0182 MFT
series and may result in terminion of employment.
English Language Proficiency:
MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
Grade Determinions :
Marriage and Family Therapist (Program Manager), GS-13 (a) Experience, Educion, and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to th equivalent to the GS-12 grade level which demonstres knowledge, skills, and abilities th are directly reled to the specific assignment. MFT Program Manager must have gradued from a COAMFTE approved program OR have passed the AMFTRB examinion. MFT Program Manager must have five years of post
- licensed clinical experience in family systems theory/therapy and must demonstre possession of advanced practice skills and judgment, demonstring progressive professional competency and expertise.
MFT Program Manager must have an AAMFT Approved Supervisor credential.
Demonstred KSAs:
In addition to meeting the KSAs for GS-13 grade level, the candide must demonstre all of the KSAs below: Skill in assessing qualificions and abilities of current and prospective employees to include staff performance evaluion and may include evaluions of lower level assignments and support staff. Ability to facilite professional development of other MFTs across programs/or locions (i.e. CBOC, outpient clinics, etc.) and guide them in current practice guidelines. Ability to collabore with leaders of other disciplines within facilities, the community, VISN, and VACO Skill in managing and directing the work of others to accomplish program goals and objectives, reporting requirements and the ability to devise ways to adapt work operions to new and changing programs, staffing and budget requirements. This includes knowledge of VA policy and procedures as well as fair, principled and decisive leadership practices. Ability to analyze organizional and operional problems and to develop and implement solutions th result in sound operion of the program. Ability to clinically supervise in areas reled to the provision of marital and family therapy services to accomplish organizional goals and objectives. (c)

MFT Program Managers have broad program management responsibilities which include the operion and management of key clinical, training, or administrive programs. Responsibilities include development and implemention of programs, policies and procedures; oversight of administrive and programmic resources; and monitoring of outcomes using a da driven quality assurance process. Decisions made affect staff and other resources associed with the programs managed and are made while exercising wide litude and independent judgment. Such programs deliver specialized, complex, highly professional services th are important program components and significantly impact the health care provided to Veterans and their families. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operions and all reporting requirements. Program Managers may also have full responsibility for oversight of the professional practice of MFTs to assure the highest quality of mental health care provided to Veterans and their families throughout the facility and affilied clinics.
