Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive, policy influencing position of Associate Commissioner Mental Health, M-8, in the Office of Quality Improvement (OQI). Under the direction of the Deputy Commissioner, and as a member of the Executive Team, the Associate Commissioner will lead, manage, and direct the Office of Quality Improvement, which comprises four bureaus – Inspection and Certification, Clinical Risk Management, External Review, and Lean Six Sigma. Specific duties to be performed may include, but are not limited to, the following:

  • Plans, directs, and coordinates OMH’s statewide Quality Management Program.

Develops, implements, and manages initiatives to enhance and ensure the quality of mental health programs operated and licensed by New York State. o Identifies strategic priorities, sets objectives, and establishes methods to review and evaluate programs. Provides recommendations to executive staff concerning programs and potential financial impacts to the program budget.

  • Oversees the process of inspection and certification of approximately 1,900 programs statewide to ensure that all mental health providers certified by OMH meet recognized standards for the operation of such programs, as well as standards established by the codes, rules, and regulations of the State of New York.
  • Oversees the development and implementation of plans for ongoing survey readiness to ensure that State operated facilities maintain compliance with The Joint Commission (TJC) standards and Centers for Medicaid and Medicare (CMS) requirements, and the receipt of millions of dollars in federal funding annually.
  • Oversees the development and implementation of a preventative and proactive statewide clinical risk management program.

o Analyzes compiled information on the quality of patient care delivered at OMH facilities and at local licensed mental health providers to determine critical issues in mental health quality assurance, and to infer criteria for the evaluation of mental health care quality. o Collaborates with the Justice Center for the Protection of People with Special Needs (Justice Center) during the investigation process to ensure that all complaints and/or allegations are promptly and thoroughly investigated, and that appropriate follow-up occurs.

  • Develops and implements policy recommendations based on operational needs. Participates in executive-level management planning, policy and decision making regarding new programs/services, and changes to existing programs/services that comprise the State’s mental health system.
  • Serves as a member of the Commissioner’s Cabinet attending and participating in leadership meetings.
  • In conjunction with executive staff and other managers, prepares program legislation and regulatory proposals, and serves as interagency liaison on such proposals as needed.
  • Works with Agency executive staff to ensure coordination and accountability of activities consistent with the Agency’s mission.
  • Represents OMH in meetings with, and responding to, the Legislature, other State agencies, counties, consumers, and other citizen groups on issues to promote Agency programs and resolve problems.
  • Provides day to day direct and indirect supervision to Office of Quality Management staff. Coach employees and conduct performance evaluations to enhance and maximize productivity. Recommend training, and mentor employees to ensure optimum work performance.
  • Oversees and plans Division spending to align with operational needs and program priorities.

Directs and participates in the preparation of annual budget requests. Reviews and approves staffing requests within the Office. The minimum qualifications required for this vacancy. Minimum Qualifications A bachelor’s degree in an appropriate field and ten years of experience in a mental health or closely related field, five years of which must have been at a managerial level, and three years of which must have been in the operation and administration of a program for people with mental illness.
