Position Summary:
The Program Lead/Program Director for the Intensive and Sustained Engagement Teams (INSET) oversees the implementation, supervision, and administration of the INSET program. This role ensures adherence to the peer-led, voluntary, and person-centered approach of INSET, emphasizing engagement, recovery, and holistic care for individuals with complex mental health needs. The Program Lead collaborates with the New York State Office of Mental Health (OMH), community stakeholders, and INSET team members to provide high-quality services that align with the program’s objectives.
Key Responsibilities:
1. Program Administration and Oversight Lead the overall implementation of the INSET program, ensuring fidelity to its trauma-informed, voluntary, and person-centered model. Develop, implement, and monitor policies and procedures that align with OMH guidelines and community best practices. Maintain effective communication with OMH, reporting key program metrics, challenges, and success stories. Ensure compliance with state and local regulatory requirements and maintain accurate documentation of all program activities. 2. Team Leadership and Supervision Recruit, hire, train, and supervise a multidisciplinary team including Peer Support Staff, Family Liaisons, Licensed Social Workers, Nurse Practitioners, and Administrative Staff. Provide ongoing professional development opportunities and ensure staff receive training in crisis intervention, trauma-informed care, motivational interviewing, and cultural humility. Foster a supportive and collaborative work environment to prevent staff burnout and enhance team cohesion. Ensure reflective practice and learning collaborative sessions for continued staff development and skill-building. 3. Service Delivery and Program Development Drive outreach and engagement strategies to connect with high-risk individuals, ensuring a proactive, strengths-based approach. Implement innovative methods to improve access to community-based, non-coercive mental health services. Ensure timely and responsive service delivery, including 24/7 crisis intervention and on-call support. Support the design and facilitation of Social Network Meetings to engage participants’ natural supports and social networks. 4. Stakeholder and Community Collaboration Develop partnerships with local mental health providers, hospitals, legal systems, AOT programs, City/State officials and other relevant stakeholders. Advocate for the needs and rights of program participants within the broader mental health system. Represent INSET in community meetings, forums, and statewide OMH collaborative sessions. 5. Data Management and Reporting Oversee the collection and analysis of key performance indicators, including engagement metrics, hospitalization rates, crisis interventions, and participant outcomes. Ensure timely submission of monthly, quarterly, and annual reports to OMH. Utilize data insights to improve service delivery and demonstrate program impact. Intermediate level experience with Microsoft Office Suite (particularly Excel), AWARDs HER, Canva and familiarity with the responsible use of Ai tools.
Qualifications:
Minimum of four (4) years of experience in mental health services, peer-led programs, or community-based service delivery. Bachelor’s degree in Human Services, Social Work, Psychology, Public Health, or a related field (is an advantage). Certified Peer Specialist credential or relevant peer advocacy certification. Experience in supervisory roles with a focus on peer-led, person-centered, trauma-informed care models. Strong knowledge of mental health recovery principles, harm reduction, crisis intervention, social determinants of health and the 8 Dimensions of Wellness. Ability to build community partnerships and advocate for participant needs within complex systems. Excellent organizational, leadership, and communication skills with a focus on team collaboration. Experience in data-driven decision-making and program evaluation processes.
Work Conditions & Schedule:
Full-time position with flexibility to work evenings, weekends, and on-call shifts as needed. Location flexible work model with in-person outreach, community meetings, and administrative duties as an integral and critical responsibility in the role. Requires travel within the service area for program operations and community engagement. We Are a State Mandated Organizat ion, COVID-19 Vaccinations are Required. Selected candidates must be vaccinated against COVID-19 and have received a booster shot.
