GS Supported Independent Living Property Manager

Part Time (less than 20 hrs/wk), Day Shift, 8:00AM – 5:00PM; Hours may vary
Job Summary:
Supervise, direct, and control the management and operation of the Supported Independent Living Apartments (SuppIL) located at 909 S 6th Street, Allentown, PA 18103 owned by Good Shepherd Housing Development Corporation in an efficient and satisfactory manner.
The property manager is responsible for the day-to-day management, maintenance, and security of the property, as well as resident services and occupancy of the housing units within the property, budgetary responsibilities, supervision of assigned staff and/or contractors, and compliance with all related HUD and Housing Authority directives, policies, and procedures.
Essential Functions:
Maintain compliance with all regulations for funding sources.
Obtain and maintain appropriate HUD certifications.
Keep informed of federal and state legal developments as they pertain to our business, including Fair Housing and ADA, and assist in assuring compliance.
Enforce and follow all Fair Housing rules and regulations.
Monitor advertising to ensure full occupancy and keep waiting list current.
Ability to give direction and appropriately delegate responsibility to staff and/or contractors.
Ability to troubleshoot, recognize potential problems, and offer alternatives.
Maintain detailed knowledge of local market and competition.
Lead the onsite team in tenant satisfaction matters.
Lead the onsite team in evictions and other routine legal matters.
Inspect the property on a regular basis (both scheduled and unscheduled), assuring marketability, compliance, and safety, both interior and exterior.
Manage and assist with application process and re-certification process for tenants.
Manage and assist with the rental program including, but not limited to, lease enforcement, rent collection, charges, utilities, resident notices, report preparation, mailings, move-ins and move-outs, work orders, rental adjustments, delinquencies, etc.
Coordinate resident services including, but not limited to, investigation or complaints, disturbances, and violations of rules and regulations, response to questions and complaints from residents and the public, showing of apartments to prospective residents, and coordinating community activities.
Maintains liaison with law enforcement, social service agencies, and local community supports.
Other duties as assigned
Qualifications:
Education
High School diploma required
Bachelor’s Degree in related field preferred
Work Experience
In lieu of required education, the following experience will be considered:
Minimum of 3 years experience in Independent Living property management or a similar role.
3+ years of prior supervisory experience required
Progressive responsible experience managing multiple caseloads in housing, or social services programs.
Licenses / Certifications
Certified Occupancy Specialist with the National Center for Housing Management required.
Skills and Abilities
Strong understanding of health and safety regulations pertaining to independent living.
Ability to be flexible and receptive to diverse population.
Organization, time management and problem-solving skills required.
Must have the ability to communicate effectively.
Ability to handle multiple functions simultaneously.
