Job Duties and Other Information Job Duties:
The mission of the Louisiana Department of Health (LDH) is to protect and promote health and to ensure access to medical, preventive and rehabilitative services for all citizens of the State of Louisiana. LDH is dedicated to fulfilling its mission through direct provision of quality services, the development and stimulation of services of others, and the utilization of available resources in the most effective manner. This position is in the Bureau of Health Services Financing (BHSF), Louisiana’s single state Medicaid agency within the Louisiana Department of Health (LDH). The Louisiana Medicaid Program provides services to approximately 1.6 million enrollees annually. The program is a state and federal partnership financed with a combination of state and federal funds and governed by a complex body of state and federal laws, policies, regulations, and guidelines. The Medicaid pharmacy section is responsible for the development, implementation and administration of the Medicaid pharmacy operations within the BHSF. The Pharmacy section is charged with the responsibility of assuring access to quality pharmacy services while maintaining efficiencies in operation, service, and cost. The Medicaid pharmacy program has multiple cost containment initiatives, complementing the federally mandated rebate system savings. In addition to the federal rebate, additional savings have been realized through prior authorization and state supplemental rebates. The pharmacy program covers all Food and Drug Administration (FDA) approved drugs that meet the OBRA’90 and OBRA’93 criteria, with a few exceptions. In addition, the program, through its federally mandated rebate system, supplemental rebates and provider fees, generates the largest amount of revenues within the Bureau. With CMS approval, the Pharmacy program determines the reimbursement methodology for both the drug ingredient cost and the dispensing fee for covered drugs. The Pharmacy program consists of the following components: policy, program development and implementation, network development, program coverage and single preferred drug list (PDL) maintenance, prior authorization for specific drug categories, claims management, clinical interventions, pre- and post- payment drug utilization review, federal pharmaceutical manufacturer rebate program, state supplemental rebate program, outcomes management, recipient lock-in program, provider help desk, provider relations and provider education to pharmacists and prescribers (physicians, dentists, optometrists, podiatrists, nurse practitioners, physician assistants, and other practitioners authorized to prescribe drugs). Staff in this unit provide oversight and supervision to ensure contractual compliance with five (5) vendors and six (6) managed care organizations (MCOs) for activities related to the pharmacy program.
