This position is located in Office of Medical Directors, Richland County. Are you the One? We are looking for a Pharmacist I who reports to the Director of Pharmacy Services and assists with ensuring the provision of a cost-effective and clinically sound pharmacy benefit for South Carolina’s Medicaid population. As part of this role, the Pharmacist I provides clinical expertise by researching and reviewing new and upcoming drugs that could impact the Medicaid population, works closely with the Agency’s Medical Directors team to review any pending cases regarding pharmaceutical coverage, and drafts pharmacy related Agency contracts. This position also drafts and implements Pharmacy program policies and procedures and coordinates with the Agency’s internal program integrity area on the Pharmacy Lock-in program and frequently collaborates with internal and external stakeholders.
Clinically evaluates new and upcoming drugs that could affect the Medicaid population. Helps develop coverage and billing policies for Physician Administered Drugs (PAD) policy and the pharmacy benefit. Evaluates financial impact of new drugs to market. Provides guidance on the state-directed single PDL and covered PADs. Creates and maintains internal and external policy and procedure documents for the Office of Pharmacy Services, including the Physician-Administered Drugs Policy. Oversees implementation of Pharmacy policies and procedures and ensures appropriate use. Creates and reviews programmatic policies from inception to implementation, including provider notification (alerts and bulletins) and State Plan Amendments for review and approval by Director of Pharmacy Services. Drafts and develops Office of Pharmacy Services contracts and RFPs. Serves as a subject matter expert providing knowledge and expertise for all pharmacy related contracts to management, vendors, and agency stakeholders. Works with Pharmacy Services Manager to monitor contracts and escalate contract/vendor risks/issues as needed. Works with Agency and external stakeholders to communicate Office of Pharmacy Services programmatic updates. Coordinates meetings with internal and external stakeholders to ensure consistent communication. Provides regular communication to the Managed Care Organizations and MCO Pharmacy Directors on single PDL updates and responds to questions and/or concerns related to the state-directed single PDL. Responds to pharmacy related member inquiries and/or questions. Works with Pharmacy Services Coordinator as needed for both member and provider inquires and/or questions. Provides clinical and operational guidance with pharmacy appeals working closely with the Pharmacy Services Coordinator.
Works with other Agency divisions to ensure accurate system updates for all medical and pharmacy drugs. Maintains up-to-date knowledge on pharmaceutical coding and pricing. Oversees pharmacy prior authorization and requests for exemptions systems and processes. Works with Agency stakeholders (IT, Eligibility Administration, and other departments) on system changes and/or maintenance in order to comply with state and federal regulations. Leads or supports other projects as assigned by the Director of Pharmacy Services or Agency leadership. Assigned projects may require driving to location outside of regular office location. Continuously engages in process improvement to support Agency strategies, objectives, and initiatives.

Minimum and Additional Requirements
A bachelor’s degree in pharmacy and at least three (3) years of work experience as a registered pharmacist.

Necessary Special Requirement:

Licensure as a registered pharmacist by the South Carolina Board of Pharmacy.

Additional Requirements:

Overtime and/or weekend work with Deputy approval.
Sitting or standing for long periods of time.
Lifting requirements: 20 lbs.
Valid driver’s license.
Occasional overnight travel.
Preferred Qualifications
Doctor of Pharmacy (PharmD) degree from an ACPE-accredited institution. Additional training in pharmaceutical economics or pharmacy benefit management, as demonstrated by one of the following: (a) Masters in Health or Business Administration (MHA or MBA); (b) MS or PhD in Pharmacy Administration, Outcomes Research, Health Economics or a similar field or (c)Residency of fellowship focused on managed care pharmacy. Experience working in a managed care pharmacy environment (such as a health plan or pharmacy benefit manager) and/or experience in a medical/healthcare clinic. Ability to interpret and apply state and federal laws and regulations relevant to healthcare delivery and pharmacy. Strong written and verbal communication skills. Knowledge of the SCDHHS mission, programs and objectives. Ability to make presentations and prepare reports. Ability to review and execute contracts as necessary. Additional Comments
