Job Summary:

\The City of Portlands Harm Reduction Services (Syringe Services) programis searching for a full-time Community Health Promotion Specialist. Thisperson will have the opportunity to help administer critical publichealth services within some of Portlands vulnerable communities,including the daily operations of our syringe services program. Theposition also includes administrative tasks, such as assisting withpreparing grant applications and reports, distribution of healthpromotion materials, data collection, and community outreach andeducation. This is specialized field service work in the assessment,implementation, and follow-up of community-based health promotion,prevention and health education activities. Successful candidates willhave experience in interdisciplinary team work, have strong publicrelations skills and a comprehensive knowledge base of health promotionand health education, as well as a successful background in communityoutreach.\

Duties & Responsibilities:

\Organizes community groups related to health promotion issues in acommunity setting.Develops intervention programs based upon analysis of significant datasets.Participates in the operation of neighborhood-based health screenings,by scheduling, staffing and advertising services.Manages a database by utilizing the personal computers and softwareavailable through the Division.Prepares audio-visual and written materials for media and/or communityutilization.Works with high risk targeted population groups on health-specific riskreduction interventions based upon program-identified needs.Develops and implements structured programs in health stations,community sites, providers offices and other locations.Assists individuals and families to carry out plans of care developed byhealth care providers and makes necessary adaptations so that treatmentplans can be followed.Performs related work as required.\

Required Skills & Experience:

\High School completion is required. A minimum two years ofcommunity-based experience in the field of harm reduction, publichealth, and/or substance use disorder treatment and recovery.Ability to communicate to various community stakeholders via strong oraland written skills.Knowledge and skills in the methods of health education/promotion,social marketing for public health.Able to work and problem solve with both individuals and groupsExperience in program implementation and substance use prevention/harmreductionMust have excellent interpersonal skills and the ability to facilitateeffective communication in health care settings, verbally, in writing,and via phone.Ability to establish and maintain effective working relationships withcommunity members, providers, physicians, public health staff, schools,and consumers.Excellent group process and conflict management skills.Ability to work with a diverse population.Experience using personal computers and data based software.\

Preferred Skills & Experience:

\Bachelors Degree in public health, health education, or related fieldstrongly encouraged. Experience working with target populations ishighly desirable.Strong oral and written communication skills are essential.Experience working with homeless population.Comprehensive understanding f the cultural norms and a command of thelanguage of the target population.\

Necessary Special Requirements:

\Must possess a valid State of Maine Driver’s license and maintain agood driving recordMust have access to a vehicle for work with the ability to do outreachand travel to agencies, clients’ homes, and private providersMust provide, as required by State of Maine law, verification of MMRimmunity status within the first 30 days of employment.\

Expected Hours/Schedule:

\Full-Time (37.5 hours/week), Project position – Monday-Friday,8am-4:30pm.\Applications accepted until 5/16/2025.\Offers of employment are contingent upon the completion of asatisfactory criminal background check.\

Salary & Benefits:
