Full Job Description Position Overview:
TASGNO is seeking an Outreach and Intake Coordinator (OIC) for our LEAD operations in the 6th and 7th police districts. The OIC will play a vital role in engaging individuals referred to LEAD, providing street outreach, screening, and facilitating enrollment. The OIC will also serve as the primary point of contact for referrals and maintain communication between law enforcement, the criminal justice system, community organizations, and service providers. This position requires a proactive, compassionate individual who can navigate challenges in outreach and foster collaborative relationships across various sectors.
Key Responsibilities:
Serve as the primary contact for LEAD referrals, conducting screenings and enrolling individuals into case management services, and serve as the primary first responder for warm handoffs during arrest diversions. Conduct street-outreach to engage referred individuals and/or to members of the community who are potential LEAD referrals, ensuring they are informed about LEAD, their referred status, and the opportunity to receive services. Maintain effective communication and collaboration with law enforcement, criminal justice system partners, service providers, and community organizations to streamline the referral process and ensure timely engagement including but not limited to attending periodic roll call and MAX meetings with law enforcement to educate officers, provide updates, and promote use of LEAD. Manage and maintain accurate referral data in the case management database, ensuring proper documentation and confidentiality of client information. Provide on-call phone response to law enforcement during arrest diversions and provide an in-person response within 30 minutes to precincts or other facilities. Develop and sustain positive relationships with LEAD partners, including service providers for substance use treatment, mental health services, healthcare, shelters, detox centers, and other stakeholders to best serve LEAD participants. Support case managers in locating and engaging clients and assist in efforts to facilitate client progress through the program. Maintain a reduced caseload of clients (5 max) to provide LEAD services. Must be comfortable working in dynamic, sometimes challenging environments while maintaining a professional and compassionate demeanor.
Qualifications:
An undergraduate degree in social work, psychology, criminal justice, or public relations preferred but not required. Relevant experience may substitute for a degree. Competence in using smartphones and entering data into electronic case management systems. Understanding substance use disorders, mental health disorders, harm reduction strategies, and a passion for working with individuals experiencing homelessness and behavioral health challenges. Proven ability to build and maintain positive, collaborative relationships with law enforcement and social service providers. Louisiana Driver’s license with good-standing driver’s record.
Desired Qualities:
Experience providing street-based outreach and engagement services to unhoused individuals, those with behavioral health or substance use challenges, and hard-to-engage populations. Experience engaging with law enforcement, especially with providing education and advocacy regarding improving the criminal system. Experience providing case management services in New Orleans, Louisiana with knowledge of services and resources, including community-based resources, benefits and entitlements, and healthcare options (medical, behavioral, and substance use services).

Location:
City of New Orleans Community Resource & Referral Center, 1530 Gravier Street, New Orleans, LA 70112, and 6th and 7th Police Districts, New Orleans, LA. Ability to navigate city streets on foot and vehicle, and work in varying weather conditions for street outreach.
