This position collaborates with the Registrar and Associate and Assistant Registrars at other Commonwealth campuses to administer student enrollment activities and ensures functional use of the university system enrollment management system. This position is responsible for ensuring students at Mansfield campus can successfully enroll and access their information during their attendance and after graduation. The position will assist with developing, implementing and maintaining of the policies, procedures and processes for student enrollment activities following admissions. This position is responsible for protecting student information and providing reports concerning student enrollment at the Mansfield campus and within Commonwealth University. The primary purpose of this position is to provide decision making authority for all enrollment services for the Mansfield campus and to provide user-related management, business knowledge and expertise for development and management of the administrative aspects of the campus-wide Banner Student Information System, the Curriculum Management System, and the Degree Works Audit system for the Registrar offices of Commonwealth University of Pennsylvania. The incumbent evaluates and makes recommendations on technical and functional specification needs, system changes and service business practices as it relates to the technology systems supporting Registrar offices. Description of Duties Working under minimal direction from the University Registrar, the Associate Registrar (Mansfield Campus) develops, implements and maintains systems used for core business functions to include course maintenance, class scheduling, registration, grades, records, reporting and data management. Work with information technologies on upgrades, testing and coordinate solutions and corrective actions. Provides training on systems as needed. Coordinate with the Registrar on new, revised, or deleted courses for the purpose of maintaining course requisite integrity in the student record system and provide user-related management, business knowledge and expertise for development and operational support/management of the administrative aspects of the campus-wide Banner System and other registrar technologies. Evaluates and makes recommendations on technical and functional specification needs, system changes and service business practices as it relates to all enrollment management systems, including the continued management and preservation of Mansfield academic history and catalogs. Hire, manage and motivate assigned AFSCME staff members, delegate responsibilities, identify training needs, and evaluate performance. Provide leadership, management and direction to the registration, curriculum management, degree conferral and records functions and assigned staff within designated areas, including professional development activities, performance evaluations and corrective actions at Mansfield campus. Participates and performs assignments to ensure maximum utilization of the capacities of and matching opportunities for the staff. Provide support, assistance, technical advice, guidance, information, and problem solving to faculty, staff, students and visitors in relation to the operations of Records and the Office of the Registrar at Mansfield campus. Serves as liaison to the Registrar at the Mansfield campus and provide counsel to students, faculty and staff on academic, registration, and records issues for assigned areas at the Mansfield campus and discuss problems with appropriate university officials and seek solutions within the framework of established policies and regulations. Responsible for collecting, recording, maintaining and reporting of student records within FERPA guidelines, e.g., grades, registration data, transcripts, mid-term verification, athletic eligibility, residency appeals, and other associated audits particularly for the Mansfield campus. Assist the Registrar with projects including serving on committees or teams as directed, providing project analysis and research, and preparing documents and reports. Work in collaboration on student records research, data analyzing and trouble shooting. Manage on-going special programs. Completes and delivers presentations, official reports, surveys and data analysis. Ensure adherence to state, federal and university and PASSHE policies, procedures, regulations, and guidelines as appropriate for assigned areas, including FERPA requests, serve as liaison to Registrar at the Mansfield campus as well as assist in the development and enhancement of office policies and procedures working with the unified Registrar offices across the Commonwealth University of PA. Manage grade and transcript processing, coordinate academic information for graduation clearance, and compile statistical information and prepare reports. Manage projects and reporting related to the Mansfield campus utilization of the student information, the curriculum management system, and the degree audit system including collaborating with institution technology, communicating database upgrades and improvements to the academic community. Plan, direct, implement and manage an extensive variety of student and administrative records and services provided for the University. Continuous improvement of the database as it relates to the degree audit, student self-service in the database and enhancements to the database for faculty and staff. Decision Making The Associate Registrar is responsible for managing all staff and operations at Mansfield campus including: Reviewing, improving, implementing and governing the scheduling and registration processes, and student records management through the implementation of practices and procedures as defined by departmental, academic and fiscal policy. Review, plan and implement a viable mechanism for the allocation of classrooms which are utilized by academic departments each session. Evaluate current practices and procedures, make recommendations for effective change and provide documentation to support recommendations. Modifies or changes same as needed. Fiscal Responsibility Assist the University Registrar in developing and monitoring the operating budgets. Supervisory Responsibility Responsible for directing, supervising and overseeing the administrative staff in the performance of the work of the Mansfield Registrar office. Minimum Requirements Profile Master’s degree in a relevant field with two (2) years of related administrative work experience in higher education; OR Bachelor’s degree with five (5) years for equivalent of work demonstrating progressive responsibilities and experience in a registrar office, including the supervision and management of a diverse staff is required. Preferred Qualifications Experience with enrollment management, records management, as well as registration systems, particularly Banner, are preferred, as is a clear understanding of rules, regulations and laws governing student records and information. Familiarity with emerging technologies and internet tools related to student records and information is also preferred. This position requires written, verbal, and interpersonal communication skills, as well as strong organizational skills and understanding of student information, degree audit, and curriculum management systems.
