Description of Work All veterinary services fall under the jurisdiction of the Veterinary Division. It has a very specific mission that focuses on providing animal disease programs designed to control, diagnose and eradicate diseases in livestock, including farmed cervid, and poultry. Most of these animal disease control programs are cooperative efforts with the United States Department of Agriculture, Animal Plant Health Inspection Service, Veterinary Services and animal industry groups. The Veterinary Division also administers the North Carolina Animal Welfare Act. The Veterinary Division is currently comprised of three sections: (1) Animal Health Programs (AHP) Poultry Livestock (2) Diagnostic Laboratories
(3) Animal Welfare Programs The Veterinarian is involved in diagnostic and regulatory veterinary work in the control and eradication of contagious and infectious diseases in livestock, including farmed cervid, and poultry or those communicable to man through an animal host. The Veterinarian oversees livestock markets, sales, auctions and shows, and all rules and regulations applicable to those venues as well as all state and federal rules and regulations involving livestock. The Veterinarian is responsible for program disease efforts in the territory primarily, and throughout the state in general, including knowledge of the cooperative agreements and implementation of state and federal disease programs, tracebacks and education and outreach efforts, as well as other duties as necessary. Placing and releasing quarantines, investigating possible foreign animal diseases reports, investigating potential rabies exposures and follow-up are routine responsibilities. Oversight of livestock issues at state and regional fairs, in cooperation with the Aedin’s Law efforts of the Emergency Programs Division of NCDA&CS, is included in work duties. The Veterinarian is responsible for compliance issues with rules and regulations, including but not limited to farmed cervid inspections, EIA inspections and proper disposal of dead animals. The Veterinarian is also responsible for maintaining records, expense vouchers, travel logs, itineraries and time sheets as directed for themselves as well as direct and oversee the activities, responsibilities and office duties of three (3) Veterinary Specialists, one program coordinator and one administrative assistant the Veterinarian supervises. This position also requires frequent interaction and cooperation with other regulatory officials from local, state and federal agencies, local and state public health officials, as well as livestock producers, market operators, and other stakeholders involved in animal agriculture, including farmed cervid, in North Carolina. Work territory includes the entire state of North Carolina, with a primary focus on the following counties: Surry, Yadkin, Davie, Rowan, Stokes, Forsyth, Davidson, Rockingham, Guilford, Randolph, Caswell, Alamance, Chatham, Person, Orange, Durham, Wake, Granville, Vance, Warren, Franklin, Nash, and Johnston. These focus counties are subject to change based on programmatic needs. The selected candidate must reside in, near, or be willing to relocate to one of the listed focus counties. Knowledge of livestock market operations. Ability to establish working relationships with livestock market operators, producers, buyers, local health departments, general public, animal health officials, subject matter experts and others as well as related industry representatives.
Knowledge of emergency response principles and procedures as it relates animals.
Ability to communicate effectively in both oral and written mediums.
Ability to produce documentation of project results.
Ability to advise and assist team members in project activities.
Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
Must possess a valid driver’s license.

MANAGEMENT PREFERENCES

Minimum of two years’ experience in private large animal veterinary practice or regulatory veterinary medicine position. Experience with farmed cervid herds/regulatory medicine. Minimum Education and Experience Requirements Licensed or eligible for licensure to practice veterinary medicine in the State of North Carolina.
