Summary This position will oversee the coordination of Community Events and Engagement for the Recreation Department. Through exceptional communication and relationship building skills, this position creatively and independently innovates, leads and manages with little direction the service delivery of assigned responsibilities for a diverse demographic community including organizational development, event management, fiscal control, strategic marketing, revenue production, programming, staff utilization, long range planning and the safe operation/coordination of facilities.

This position is supervised by the Leisure Services Administrator.
SUPERVISION EXERCISED
This position supervises full and part-time staff and contractual persons that are assigned. This position also supervises volunteers. Essential Function Duties and Responsibilities Acts with independent judgment to manage comprehensive operations in the area of responsibilities. Is innovative, creative and entrepreneurial when planning new services for the community and for the assigned areas of responsibility, ensuring that the fiscal sustainability and public perception of the Department is exceptional. Applies analytics and sound business principals to continuously evaluate areas of responsibility and develops visionary plans for change to be presented for consideration. Pro-actively cultivates and maintains positive working relationships with organizations, agencies, businesses, the community, and internal departments to spearhead partnership endeavors. Uses knowledge and best practices to actively promote and market areas of responsibility to have a positive impact on attendance, revenue and community awareness. Monitors revenue and expenses for assigned area to ensure compliance with proposed budget and purchasing guidelines. Accountable for recognizing budget issues and developing corrective action recommendations to insure fiscal responsibility. Responsible for the accurate budget development for related areas including anticipated revenues and expenses. Responsible for the fiscal control of expenditures in the area of responsibility ensures responsible spending, adherence to purchasing policies and the efficient use of materials and supplies. Creates and organizes community groups to spearhead partnership endeavors. Establishes the framework for future organizations that would assist city efforts to provide services. Conducts events that would further enhance services within area of responsibility. Research grant and other sources that would provide and enhance present or future programs or events. Ensures compliance with applicable laws that govern areas of responsibilities. Maintains all permitting and licensing and/or training and security records necessary and required to operate each special facility and assigned program. Develops effective policies for the operation of programs and facilities including participant and staff safety, planning, value benefit, service level standards and quality assurance. Manages and projects staffing needs, oversees staff development within the area of programs including hiring, training and reviewing. Provides decision-making responsibility as to staff disciplinary actions in conjunction with Administrator and Human Resources. Assigns and supervises responsibilities to appropriate staff, monitors and evaluates progress and success of programs Evaluates assigned staff, completes performance appraisals and participants, and coordinates the selection process for Division Staff. Contributes to Department and/or City-wide committees assigned Participates in Department management discussions and planning meetings, provides input and feedback on operations. Responsible for emergency operation duties as assigned. Responsible to respond to issues as they arise outside of normal working hours. Resolves issues brought forth by the public, participants or staff in a positive manner that is in the best interests of the City Develops the direction and goals for the area of responsibility on an annual basis Has the ability to see challenges and works to develop plans to refine focus and align necessary resources to meet the challenge. Reviews the quality and variety of programs offered including the review and analysis process to ensure the mission of the Department is met along with the City Vision. Uses knowledge, trends and analysis, develops long range plans for area and division Prepares council agenda items and presents agenda items to Council when directed. Acts as the Manager of Duty for an area/areas when assigned. Performs any other related duties as required or assigned Minimum Qualifications Master’s Degree preferred, or
Bachelor’s Degree:
Parks/Recreation Administration, Public Administration, Hospitality, Event Planning, Marketing, Sports Management or related field, and Three years of mid – management and/or supervisory experience in the profession of Recreation, Non-profit Management, Event Management, or the Hospitality Industry, and Two or more additional years’ experience in the areas outlined in the Essential Functions in a position similar to a community recreation or hospitality program. Any recreation profession related combination of training, education and experience. Special Qualifications/Preferences Valid State of Florida Driver’s License with a good driving record. Certified Park and Recreation Professional (C.P.R.P.) National Certification preferred.
Eligibility :
Coverage in the City’s group insurance plans begins the first of the month following thirty (30) days of employment.

Choice of three (3) plans provided through Florida Blue. Employee contributions are required toward the cost of this insurance on a bi-weekly basis as follows

Personal Leave:
Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work . Personal Leave is tiered based on years of service and increases overtime.
