The Job Description General Statement of Duties Performs complex and strategic administrative and professional duties overseeing the planning, organizing, directing, and supervising of multiple functions within the Parks and Recreation Department. Distinguishing Features of the Class An employee in this class oversees the planning, organizing, directing and supervising of Parks and Recreation department functions. Work involves community engagement and public involvement. Under the general direction of the Parks and Recreation/Civic Center Director, directs facility maintenance including both in-house operational staff and contracted maintenance services as well as indirect supervisory responsibility over all employees of the department. This class is distinguished as being the second highest class in the Parks and Recreation Department, having administrative responsibility for planning, coordinating, and managing the activities of the department, and specifically assigned programs. Work is performed under the general supervision of the Parks and Recreation/Civic Center Director and is evaluated through program effectiveness, observation, discussions and public acceptance/feedback. Duties and Responsibilities Essential Duties and Tasks Assists in developing and implementing the goals, objectives, policies, procedures, and work standards for the Parks and Recreation Department. Assists in planning, directing, managing, and overseeing the activities and operation of the Parks and Recreation Department. Represents the Department in meetings with County Departments, elected officials, outside agencies other local government departments, public and private organizations and members of the public. Assists in creating and implementing the department’s Master Plan; assists in creating annual reports and implements recommendations in the reports. Interprets departmental regulations, County policies and procedures to employees and the public to assist in their understanding of the operations of the department. Monitors and interprets changes in laws and regulations related to parks and recreation facilities, programs, services’ delivery, enforcement, and safety standards; recommends and implements policy and procedural changes as required. Acts as Director in the Director’s absence; performs related duties as required. Performs advanced technical, planning, administrative, and supervisory work in the operations of park facilities including maintenance of buildings, parks, grounds, equipment, and related work as required. Responsible for the recruitment, development, supervision, and evaluation of park maintenance personnel. Provides mentoring and coaching to staff, including ensuring balanced workloads and assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues, ensuring timesheet accuracy, and encouraging teamwork and recognition; making hiring or termination recommendations; and administering disciplinary action in accordance with County policy. Oversees maintenance schedules for all department equipment and facilities to ensure the safety of the staff and the public; ensures that essential repairs are reported and corrected. Prepares and distributes requests for proposals for professional services; coordinates activities between customers, contractors, and consultants on projects to ensure completion. Prepares Requests for Proposals, and purchases equipment, materials, and supplies for park operations. Writes project specifications and administers project-related contracts. Directs division budget preparation, including monitoring expenditures, preparing budgetary forecasts, and administering approved budget. Receives and investigates public inquiries pertaining to park and water access facilities and initiates appropriate action. Develops creative solutions to complex problems; responds rapidly to a constant influx of diverse situations and constituents. Manages facility maintenance including supervision and workload of the park operations division and various maintenance contracts. Performs annual review of division-related activities and projects, prepares annual reports, and recommends policy and operational changes as needed. Serves as consultant in division-related matters for the community including developing partnerships with other community serving boards or agencies, attending meetings and special functions, providing information, and making policy recommendations. Recruitment and Selection Guidelines Knowledge, Skills and Abilities Considerable knowledge of the principles, practices and methods of park and recreation operations management and program development. Thorough knowledge of department functions and the ability to direct and supervise operations and staff. Thorough knowledge of capital and operations budget preparation and grant writing; contract negotiation. Working knowledge of park routine maintenance, including athletic fields, playgrounds, and other park amenities. Ability to exercise independent judgement in the selection and modification of standard strategies and procedures that best fit the needs of the department and the general public. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with other employees, elected officials, and the general public. Must be able to work evenings and weekends as required. Physical Requirements Work requires the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound. Visual acuity is required for close vision, distance vision, ability to focus, depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms-length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Worker is subject to inside and outside environmental conditions, noise, risk of electric shock, possible exposure to fumes or airborne particles, toxic or caustic chemicals, vibration, hazards, atmospheric conditions, and oils. Worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment. Work is generally in a loud noise location (e.g. heavy traffic, large earth-moving equipment). Desirable Education and Experience Graduation from a four-year college or university with a degree in recreation administration, public administration or closely related field and five or more years of experience in the assigned area of responsibility including supervisory and project management; or an equivalent combination of education and experience.
