Job Description
Parks and Recreation Supervisor County of Chester, South Carolina Chester, SC 29706 Under administrative direction of the Facilities Manager to plan, direct, and evaluate the programs and services of the Parks and Recreation Department including construction, development, maintenance and repair of County parks, landscape areas and associated equipment, and facilities and buildings; assists with the preparation and implementation of the Department’s Operating budget and applicable Capital Improvement budget; supports the development of the County’s park system, open space, trails, landscaped parkways and other recreational venues; coordinates assigned activities with other departments, and outside agencies; directly oversees staff; provides highly responsible and complex administrative support to the Facilities Manager and Public Works Director. The Parks and Recreation Supervisor is responsible for developing and implementing department-wide goals and objectives, and with their approval, successfully achieve these objectives. Responsibilities include overall development, implementation, and administration of divisional and department programs, processes, policies, and/or procedures. The Parks and Recreation Supervisor is also responsible for the development, administration, and control of associated budget(s). The person appointed to the Parks and Recreation Supervisor classification is an “at-will” employee.
ESSENTIAL FUNCTIONS
This class specification lists the major duties and requirements of the job and is not all-inclusive. The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address County needs and changing business practices. Duties include, but are not limited to: Oversee operations of Parks/Landscape Maintenance, Administrative, and Facilities divisions, including maintenance, repair, and development of parks, trails, and open spaces. Develop and implement departmental goals, objectives, policies, and procedures; recommend changes to improve efficiency and ensure compliance with legal requirements.
Supervise staff:
assign duties, monitor performance, provide training, and implement disciplinary procedures as needed. Administer and monitor the annual operating and capital budgets; forecast funding needs; approve expenditures; recommend adjustments. Manage service contracts (e.g., landscaping, custodial, mechanical, HVAC, plumbing) in collaboration with Procurement. Direct special projects, including data gathering, analysis, scheduling, budgeting, and compliance oversight. Coordinate with advisory boards, elected officials, and external agencies to develop and implement long-term recreation and park planning. Engage the community to ensure programs and facilities reflect public needs and interests. Promote and implement programming in all county parks; monitor use, community engagement, and satisfaction. Respond to public inquiries and resolve complaints professionally and efficiently. Seek out, apply for and oversee grant funding opportunities. Ensure facilities meet ADA standards and high maintenance expectations. Work in the field as needed to ensure cleanliness, maintenance, and safety of all parks and facilities. Stay informed on industry trends and best practices; incorporate improvements where applicable. Seek recognition through national programs to benchmark and motivate high performance. Perform other related duties as assigned.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
Bachelor’s degree in Recreation & Park Administration, Physical Education, or a related field. 2-3 years of increasing responsibility in recreation management, including administrative and supervisory experience. Master’s degree preferred. Must possess a valid driver’s license and be bondable. CPR and First Aid certification required. Experience working with the public is essential.
KNOWLEDGE, SKILLS & ABILITY
(ESSENTIAL): Principles and practices of program development and administration. Operations, services, and activities of a comprehensive landscape/facilities maintenance and development program including County parks, landscaped areas and related facilities. Modern and complex principles, practices and techniques of landscape development, parks and landscape maintenance, and arts, recreation and leisure services activity administration, organization, and operation. Management and supervision principles and practices. Principles and practices of parks, landscape, and facilities operations and maintenance, including methods, practices, materials, tools, and equipment including operational characteristics of standard maintenance equipment common to a landscape/facilities maintenance program. Principles and practices of program development and administration. Contract development and administration principles and practices including construction inspection principles. Plant and facilities engineering management techniques including energy conservation. Advanced practices, techniques and materials used in design, construction, maintenance and repair of parks, landscaped areas, and related facilities, including principles of horticulture and irrigation systems. Advanced grant development principles and practices. Advanced procedures used in weed abatement. Principles and practices of public sector budget preparation and administration. Principles of supervision, training, and performance evaluation. Safety practices and procedures for parks maintenance operations including occupational hazards and standard safety procedures. Pertinent federal, state, and local laws, codes, and regulations. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Oversee and participate in the management of a comprehensive landscape/facilities maintenance and development program Oversee, direct, and coordinate the work of assigned staff Select, supervise, train, and evaluate staff Participate in the development and administration of department goals, objectives, and procedures Adjust operating procedures as necessary to improve organizational effectiveness Prepare and administer large program budgets Prepare clear and concise administrative and financial reports Plan, lay out, coordinate, schedule and direct the work of others performing or providing support to administration, parks, landscape and facilities development, maintenance, and/or acquisition Read and interpret construction plans and specifications and interpret them for others Review and interpret designs, plans, and specifications for compliance with current standards, laws, codes, and regulations for solutions to problems, cost estimating, and constructability. Ensure that safety principles are observed and practiced. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Adapt to changing technologies and learn functionality of new equipment and systems. Communicate clearly and concisely, both orally and in writing. Deal patiently and tactfully with department/division heads, elected officials, outside agencies, and the public. Manage stress and tight deadlines in a professional manner. Establish and maintain effective working relationships with those contacted in the course of work including but not limited to County directors, elected and appointed officials, and outside agencies.
OTHER QUALIFICATIONS
Must be able to display professional courtesy when working with the public. Patience is required along with the ability to handle a level of amount of stress that can range from moderate to very high. Occasionally requires long hours due to attendance at recreational or tourism events, County Council or Advisory Committee meetings, and other responsibilities that may be required. Flexibility to work evening and weekend hours, and occasional overnight travel to conferences and training sessions may be required.
