Job Description

Assistant District Manager 2.5 2.5 out of 5 stars 285 Elm Street, Oil City, PA 16301 Overall, Job Objective The Assistant District Manager is responsible for assisting the Venango District Manager with oversight of CATA operations during off peak hours. Essential Job Functions Â

  • Approach oversight of Authority objectives with integrity and respect Â
  • Reports directly to the Venango District Managers any concerns, driver medical issues, bus issues, scheduling issues, and any/all information that affects the effective operation of CATA. Â
  • Will provide supervisory support for all CATA locations along with location managers Â
  • Will provide definitive decision making to ensure smooth operation of the Authority Â
  • Provide clear and concise radio communication with vehicle operators Â
  • Responsible for answering telephone calls, handle all calls with a courteous and professional manner Â
  • Responsible for fixed route scheduling for Venango’s Fixed Route Service to be completed monthly, will act as back up for Crawford’s Fixed Route scheduling as needed Â
  • When necessary, pull vaults from shared ride buses on the road that day and count the money and comparing to see if amounts match the reports from Ecolane Â
  • Handle any assistance calls/emergencies on fixed route/shared ride while routes are in operation Â
  • Perform fixed route time checks on a weekly basis for evening fixed routes Â
  • Provide oversight for drivers performing pre/post trips at the bus lots Â
  • Provide support through Ecolane for evening shared ride drivers, as needed Â
  • Accident investigation, as needed in absence of Safety & Compliance Officer Â
  • Collect money from Franklin and Titusville locations every Tuesday or as needed Â
  • General housekeeping around the office i.e.: empty garbage cans as needed, salt sidewalks/shovel, snowplow, etc. Additional Job Functions Â
  • Works with other authority personnel to achieve organizational objectives. Â
  • Attends meetings, training, and seminars as required. Â
  • Communicates with co-workers, management, clients, and others in a courteous and professional manner. Â
  • Performs other duties as assigned. Supervision Received Ability to work independently with minimal supervision from the Venango District Manager or his/her designee. Supervision Given Assists to supervise all vehicle operators or others as assigned by the Venango District Manager. Working Conditions Â
  • Subject to frequent interruptions. Â
  • Periodically works beyond normal work hours as duties may require. Â
  • Occasional travel to attend meetings, seminars, training and conferences or other duties as may be necessary from time to time. Physical/Mental Requirements Â
  • Must be able to lift and carry objects with maximum weight of twenty-five pounds. Â
  • Must be able to complete work requiring concentrated mental effort and attention to detail (including mathematical calculations, use of common and specialized word- and data- processing software programs) with minimal re-work or errors. Â
  • Ability to apply understanding and problem-solving skills to carry out detailed written and/or oral instructions. Â
  • Job may require working in all types of weather. Â
  • Ability to deal with problems in a constantly changing environment. Qualifications Â
  • This is a safety sensitive function for the Authority subject to DOT drug testing requirements. Â
  • Completion of a High school degree program or equivalent education Â
  • Minimum of 1 year of supervisory experience, preferred Â
  • Knowledge of computer programs including Word Processing and Spreadsheet operations Â
  • Must maintain a valid Pennsylvania CDL class B Driver’s license with passenger endorsement & Airbrake restriction lifted Â
  • Must maintain a valid DOT medical certification Knowledge, Skills and Abilities Required Â
  • Ability to communicate (verbally and written form) professionally and interact with individuals at all levels of the organization and with external contacts (including the general public). Â
  • Superior interpersonal skills. Â
  • Must possess solid organization skills. Â
  • Ability to function independently with minimal supervision. Â
  • Flexibility regarding changing job priorities. Â
  • Ability to perform multiple tasks and manage multiple responsibilities concurrently. Â
  • Must maintain confidentiality regarding Authority information and records. Â
  • Must demonstrate ability to complete job duties in a timely manner, with reasonable accuracy and minimal re-work to correct errors. Â
  • Must possess general knowledge of standard office practices and procedures, and ability to utilize common office equipment, including personal computers & computer programs such as WORD, EXCEL, and the internet Â
  • Fleet tracking & knowledge, preferred
CLEARANCES

• Must obtain Act 151 PA Child Abuse History Clearance and Act 34 PA State Police Criminal Clearance. • Copies of all clearances will be forwarded to the Human Resources Department to be filed in personnel folder. • Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.†This position is considered safety sensitive. Must successfully complete pre-employment drug screening.
