About the Supervisor, Control Center Shift Position As a Supervisor for the Control Center, this position has oversight and monitoring responsibility for team performance for their assigned shift in the Central Control Center that result in the safe, effective, error free operation of pipelines and facilities, and compliance within policies and procedures to achieve customer standards for delivery and quality of products. This position’s primary objective is to achieve safety, system integrity, Organizational and Operational Excellence by guiding employee performance and behavior in their roles as pipeline controllers. The supervisor ensures that their team understands the goals and objectives of the organization and oversees and performs observations and metric reporting to the Sr. Manager regarding performance and adherence to policy, practice, and procedures. The role is part of the supervisory team that manages the performance of Controllers, along with other members of the leadership team, to ensure consistency. They assist with the integration of new activities or projects through collaboration with the Control Center Leadership Team. The Shift Supervisor works on a rotating 12-hour shift schedule and is expected to be available for a variety of off-shift meetings, duties, and potential overtime. What You Get to
Do:
Staff either the Lead Desk or the Leak Detection Desk on shift as assigned. Responsible for setting performance expectations, providing guidance on desired results through timely coaching and feedback, and influencing personal development. Conducts regularly scheduled performance discussions with Controllers and provides a balanced and comprehensive assessment of performance over the review period. The shift supervisor provides technical oversight and guidance to controllers on shift and ensures adherence to procedures. Maintains full awareness and focus on every aspect of the work environment, including equipment on their desks, the dynamics of the product flowing through the pipeline, actions required of those they work with, and any other factors that have the potential to affect the safe delivery of product. Monitors self and others to control the work environment to remove distractions or any occurrence that could impede the safe and effective functioning of the desk. As a member of the Control Center Leadership Team (CCLT), work with CC Leadership to identify improvement opportunities and design solutions. Uses Colonial’s Performance Management cycle to manage the team’s performance and provide feedback. Makes recommendations to the Sr. Manager regarding employee performance management. Leads Controllers through the development of skills to achieve career growth. Responsible for Emergency Response and Communications requirements in the Control Center while on shift Provides Drag Reducing Agent (DRA) oversight. Assist in the proper handling of product quality, quantity, and proper lifting and delivery. Manage activities of Colonial’s operations, maintenance requirements and Right of Way (ROW)requests during non-office hours. Updates line schedules after hours as needed. Verify daily ticket and inventory transactions for accuracy and resolve discrepancies. Assist in the coordination of scheduled and unscheduled shutdowns for repair and maintenance. Maintain Operator Qualification (OQ) compliance as required. What You Bring to the
Table:
High School Diploma or GED (General Education Diploma) from an accredited educational institution. Current or Previous Mainline Qualified. Ideally, 5 years of Pipeline Control Room Experience with Mainline A qualification. Ability to qualify Lead Desk within 6 months. Must complete minimum training requirement for all systems. Ability to be on call to support 24/7 operations. Live within a 60-minute commute of the work location (See PHMA’s Control Room Management Rule at the end of posting details). Monitoring the Control Center and assisting workforce through a variety of potential operational opportunities and break/fixes. Strong knowledge of refined products petroleum business and product movement process through pipelines. Possess situational awareness and sound decision-making abilities under stressful situations. Technical or undergraduate degree from an accredited educational institution, college, or university. Lead Desk qualified and Leadership experience. Experience working on stubline and mainline. Colonial adheres to PHMSA’s (Pipeline Hazardous Material Safety Administration) Control Room Management Rule, and as such, incumbents in this role must live within 60 minutes (90 minutes for previously grandfathered employees) from their designated work location and notify management of any changes to their home address while in this role. This is for reasons of Fatigue Management Requirements. This includes acquiring and retain necessary training to be fully educated on Company fatigue mitigation strategies and how off-duty activities contribute to fatigue. Acquire and retain necessary training to recognize the effects of fatigue. Be aware of and comply with the mandated maximum limit of controller hours-of-service. This is a Department of Transportation (DOT) covered job and is subject to all applicable regulatory requirements such as testing for the presence of prohibited drugs and alcohol as defined under 49 CFR Part 199 as a condition of employment, to include pre-employment, random, post-accident, reasonable cause/suspicion and fit for duty testing.
