With an announced retirement, Western NorthCarolina Community Health Services (WNCCHS) is searching for itsnext Chief Human Resource Officer (CHRO).WNCCHS is a FederallyQualified Health Center (FQHC) that provides comprehensive medical,dental, and behavioral health services to approximately 14,000patients in Western North Carolina. We are a private, non-profitorganization with our primary health center in Asheville and twolocations in Buncombe and McDowell counties, as well as a mobileclinic.

CHRO will plan, lead,direct, develop, and coordinate the policies, activities, and staffof the Human Resource (HR) department, ensuring legal complianceand implementation of the organization’s mission and talentstrategy. Explores trends in human resources to enhance theemployee experience, meet evolving organizational needs and createinnovative programs. CHRO provides strategic leadership byarticulating HR needs and plans to the executive management team,stakeholders, and the board of directors.

KEY RESPONSIBILITIES

Establish and implement HR efforts that effectively communicateand support the company’s mission and strategic vision. Build and develop the teams and technology resources tofacilitate regulatory compliance, recordkeeping, and analysis ofworkforce metrics. Collaborate with senior leadership to develop comprehensiveworkforce recruiting and retention plans to meet the needs of theorganization’s strategic goals. Plan, lead, develop, coordinate, and implement policies,processes, training, initiatives, and surveys to support theorganization’s human resource compliance and strategy needs. Administer or oversee the administration of human resourceprograms including, but not limited to, compensation, benefits, andleave; disciplinary matters; disputes and investigations;performance and talent management; productivity, recognition, andmorale; occupational health and safety; and training anddevelopment. Conduct research and analysis of organizational trendsincluding review of reports and metrics from the organization’shuman resource information system (HRIS) or talent managementsystem. Monitor and ensure the organization’s compliance with federal,state, and local employment laws and regulations, and recommendedbest practices; review and modify policies and practices tomaintain compliance. Conduct research and maintain knowledge of trends, bestpractices, regulatory changes, and new technologies in humanresources, talent management, and employment law; apply thisknowledge to communicate changes in policy, practice, and resourcesto management. Manage HR function for all credentialing, privileging, peerreview and competency files for employees. Work with finance ensuring that payroll is processed in atimely manner for employees and maintains all records. Includingall benefits payments to vendors. Facilitate professional development, training, andcertification activities as identified for staff. Organize company events, activities, celebrations, anddiscussions to encourage employee engagement. Demonstrate pride in the organization. Participate in professional development activities. Develop positive relationships with staff, management, vendorpartners and community resources. Perform other work-related duties as required. Maintain strict confidentiality and adhere to all HIPAAguidelines. Participate in mandatory in-services, drills, staff meetingsand other trainings. Perform duties in a prioritized, organized, and orderly mannerto maximize efficiency and productivity. Facilitate the maintenance of a clean, neat, and well-organizedwork area. Participate in quality improvement activities by initiating orcontributing to monitoring, measuring, analyzing, improving and/orcontrolling program goals, objectives and/or services. Support current incentive, regulatory, and certificationrequirements (such as PCMH and UDS) through documentation,participation in initiatives, and other activities asdirected.

QUALIFICATIONS

Education

  • Bachelor’s degree in HumanResources, Organizational Development, Business Administration, orrelated field required
  • Master’s degree preferred.

Experience

  • Experience in healthcare, specifically within a FQHC highlypreferred
  • Previous experience with healthcare credentialing andensuring credentialing guidelines are maintained throughout theorganization
  • Bilingual in English and Spanish and/or Russianpreferred.
