DESCRIPTION OF DUTIES
: Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. Manages enrollments, terminations, and changes to benefits. Must stay up-to-date on relevant laws and regulations, such as COBRA and ACA, and ensure the city’s policies and practices are compliant. Reconcile benefits billing statements with payroll deductions and work with vendors to resolve any discrepancies. Conducts or acquires background checks and drug screens. Conducts employee onboarding. Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave. Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices. Maintain employee files and records in electronic and paper form. Participate in developing organizational guidelines and procedures. Should be able to perform other related tasks as required.
EDUCATION REQUIRED
High School diploma or General Education Degree (GED), supplemented by college or business school course in business practices preferred, one to two (1-2) years of related experience, or equivalent combination of education and experience.
EXPERIENCE/SKILLS REQUIRED
Excellent interpersonal, negotiation, and conflict resolution skills. Excellent organizational skills and attention to detail. Thorough knowledge of employment-related laws and regulations. Ability to meet and greet pleasantly and courteously both on the telephone and in person. Ability to maintain poise and composure under emergency or difficult situations. Superb computer literacy with capability in email, MS Office and related HR software. The employee must be physically capable of operating a vehicle safely and must possess a valid driver’s license. Communicate effectively, both orally and in writing.
