JOB SUMMARY

The benefits specialist is responsible for assisting with the administration of all benefits and retirement programs, including medical, dental, vision, life insurance, short- and long-term disability, and 401(k) plan.

ESSENTIAL JOB FUNCTIONS

Ensures the accuracy of all benefits enrollments in the HRIS to provide vendors with accurate eligibility information. Assists with new-hire benefit enrollment. Performs quality checks of benefits-related data. Assists employees regarding benefits claim issues and plan changes. Distributes all benefits enrollment materials and determines eligibility. Enrolls employees with carriers and process life status changes. Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries. Processes and administers all leave-of-absence requests and disability paperwork: medical, personal, disability and FMLA. Effectively interprets FMLA and ADA implications as they relate to leaves of absences/disabilities. Administers the Worker’s Compensation program; coordinates activities with third-party administrators; prepares injury reports and OSHA records and reports. Responds to 401(k) inquiries from managers and employees relating to enrollments, plan changes and contribution amounts. Manages the annual catch-up contribution enrollment. Assists with the open enrollment process. Counsels and guides employees through retirement process. Prepares monthly retirement wage reporting with

NCLGERS/ORBIT.

Administers the Retiree Insurance program; calculates and bills retirees for insurance coverage, receives payments for coverage and makes deposits. Assists in preparing and administering assigned budgets; processes accounts payable and prepares related reports. Verifies and approves benefit charges and invoices. Provides necessary reports for allocation/billing charges. Performs generalized and specialized administrative tasks such as typing, filing, faxing, phoning, and/or copying. Other duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK

Associate’s degree in HR or related field, but experience and/or other training/certification may be substituted for the education. Two years’ experience in HR and/or benefits administration. Bachelor’s degree in human resources or related field of study preferred. SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification credential preferred. Must be at least twenty-one years of age to drive a County vehicle. Valid state driver’s license. Must have no more than three (3) points showing on current DMV records in order to operate County vehicles.

KNOWLEDGE, SKILLS AND ABILITIES

Extensive knowledge of employee benefits and applicable laws. Excellent written and verbal communication skills. Excellent organizational and time management skills. Proficient with Microsoft Office Suite or similar software.

PHYSICAL DEMANDS

Requires sedentary work that involves sitting or standing virtually all of the time and may involve exerting up to ten (10) pounds of force occasionally to move objects, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving repetitive motions and the use of standard office equipment. The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth and texture perception, and color perception.

WORK ENVIRONMENT

Essential functions are regularly performed without exposure to adverse environmental conditions.
